California Waste Removal System
6. This facility is not permitted for composting. It should be
included in the RSI and permit. This could trigger a permit
revision.
Section 17482 - EnLrSi Signs
The entry sign does not indicate which materials are "accepted"
and are "not accepted" .
Section 17486 - Station Construction
I observed several bins containing wastes located northwest of
the wash area, shown in slides 1-8 to I-10. I also observed bins
containing water located on the west side, of the property as
shown in slide 1-12. All equipment shall be in good condition
and cleaned so as to prevent the propagation or attraction of
flies, rodents, or other vectors and the creation of nuisances.
Section 17533 - Vector and Bird Control 6t
I observed an unacceptable number of flies in the tipping area
and also west of the tipping floor where they dry tomato pumice
and peach pits. I did not observe any birds during my state
inspection. According to Mr. Sanchez (operator) , they spray
Dibrom insecticide in the afternoon to control these flies.
AREAS OF CONCERN
Section 17461 - Weight Volume Records or-
Weight and volume records are kept in the scale house. I
reviewed the records. Records of incoming loads were not
available. According to Tom Sanchez (operator) , it is difficult
to determine the actual daily tonnage because they do not weigh
incoming public waste from pick-up trucks and small vehicles.
However, outgoing tonnage 'is recorded daily.
NOTE: Each station operator must maintain records of weight or
volume for incoming loads, which should be sufficiently accurate
for overall planning and control purposes.
Section 17537 - Odor Control 0-,
I detected strong and offensive odors north of the transfer
station complex. However, because the site map was not accurate,
I was not able to determine if the tomato waste, which was
causing the odor, was within the permitted site boundaries.
A.—Ot
Wdste Management Specialist
