Phase I Environmental Site Assessment <br /> Proposed Mountain House Preschool and Multi-Purpose Buildings <br /> 54 West Conejo Court,Mountain House,CA <br /> Page 9 <br /> 6.0 INTERVIEWS <br /> The previous owner and current Site Manager, Mr. Frank Arnaudo of B&B Arnaudo, was interviewed in <br /> person on September 25, 2001, during a Site visit. Mr. Arnaudo stated that he had used the property for <br /> farming since 1968 and it was used for farming prior to his ownership. Alfalfa, sugar beets, corn, wheat, <br /> and tomatoes (which he stopped growing in 1983) had been grown at the Site. When questioned about <br /> potable water, Mr. Arnaudo indicated that the farmhouse occupants in Neighborhood E obtained their <br /> potable water from Tracy.He also indicated that the farmhouse had a septic system and that the small drain- <br /> line, located north of the house,was for drainage of the residence's yard. <br /> A transaction screen questionnaire and a supplemental agricultural questionnaire were given to Mr. <br /> Arnaudo to review and sign during the Site visit. The questionnaires revealed the following with respect to <br /> the Site: <br /> 1. The Site was used for agricultural purposes. <br /> 2. Adjoining properties was used for agricultural purposes. <br /> 3. Pesticides were applied according to application standards and Pesticide Use Reports submitted to <br /> the San Joaquin County Agricultural Commissioner's Office. <br /> The User Questionnaire was completed by the Client and is located in Appendix E. The Environmental <br /> Professional filled out the Transaction Screen Questionnaire during the Site reconnaissance and it is located <br /> in Appendix E. <br /> 7.0 ADDITIONAL SERVICES <br /> A Tier one vapor encroachment screen was performed in accordance with the ASTM Standard.No nearby <br /> or on-Site sources of contamination were identified that would pose a subsurface vapor intrusion risk to <br /> future occupants of the Site. <br /> 8.0 FINDINGS <br /> The approximately 3-acre Site 54 West Conejo Court located in Neighborhood E of Mountain House, <br /> California. The Site was used for agricultural purposes since the 1930s. In the early 20'I' century, Shell <br /> operated twin crude oil pipelines that transected the Neighborhood 1,300 feet west of the Site and were <br /> partially removed during the 1960s.The pipelines leaked in certain areas,releasing petroleum hydrocarbons <br /> (crude oil and diesel range hydrocarbons) into soil and groundwater. <br /> Condor conducted a Phase I ESA on the Site in 2001. One recognized environmental condition was <br /> identified for the Site: <br /> 1. The former agricultural use of the Site possibly having resulted in residual pesticides and herbicides <br /> in soil. <br /> Condor conducted an assessment for agricultural chemicals on the Site and entire neighborhood in 2002 as <br /> documented in the Phase II Environmental Site Assessment Report, Proposed Neighborhood E, Portions <br /> of Assessor's Parcels 209-050-06, 209-050-02, 209-050-07, and 209-050-04, Mountain House, San <br /> Joaquin County, California,dated July 3,2002.The soil samples collected from the Site and Neighborhood <br /> E did not contain detectable residual pesticides or herbicides above the laboratory reporting limits, and the <br /> laboratory reporting limits were well below sensitive land use screening levels. <br /> iia CONDOR <br />
