November 11, 2007 <br /> To: San Joaquin Environmental Health, C/O Jenni Frase <br /> From: Patrick Riggs, City of Escalon Public Works Superintendent <br /> Re: City of Escalon Firing Range Upgrade Project <br /> ------------------------------------------------------------------------------------------------------------ <br /> The City of Escalon Police Department, with the assistance of the Public Works <br /> Department, has undergone a Firing Range renovation project at the Wastewater <br /> Treatment facility located on River Road outside of Escalon. This project is one of <br /> several projects instituted with the intent to clean up past activities associated with <br /> dumping of materials in areas designated as "no dump" areas, and to upgrade the present <br /> weapons training firing range to a more modern, environmentally safe facility. <br /> Attached please find the project diagram for reference. <br /> The scope of the firing range project includes the following phases of construction. <br /> Phase I: Install a 10' X 12' reinforced concrete pad 6"thick to support a two story <br /> "Tough Shed"tower designed to house an air compressor coupled with a pneumatic <br /> control panel to facilitate air controlled pop-up target devices. The small structure will <br /> have an open second floor for the purposes of safety observation and course control of <br /> track driven movable target scenarios. Installation of the pad was placed approximately <br /> 12"to 14" above elevation by compacting native soil and sand in the subject area to <br /> elevate the concrete base and building above any potential flooding areas to prevent <br /> water damage. Elevations were shot to equal the elevation of the adjacent road which is <br /> significantly above the present lot elevation. No excavation resulting in the disturbance <br /> of existing topography was instituted during the installation of the facility pad. <br /> Phase II: Power to be provided to the facility to power lighting and air compressor <br /> components will be provided by MID. The method of weather aerial pole installation of <br /> power lines verses underground conduit installation is presently being examined and has <br /> of yet been decided. Pole installation could potentially be an entry and egress issue for <br /> large equipment and interfere with WWTF Master Plan road access modification. <br /> Trenching excavation for conduit would terminate well prior to the subject lot area to <br /> avoid disturbance of the firing range topography. <br /> Phase III: Lot elevation to be increased 6"- 8"to direct storm drainage off of the lot <br /> toward the lower end of the area to prevent excessive flooding. Grass will eventually be <br /> planted to stabilize the soil. Native soil mixed with sand compacted uniformly <br />
