Hewitt Road <br /> Linden, CA 95236 <br /> Subject: Peters County Dump (SWIS 39-C -0027) <br /> Dear Ms. Zador <br /> The Closed, Illegal or Abandon (CIA) site known as Peter's County Dump, <br /> currently operating as San Joaquin Rifle & Pistol Range, was inspected by San <br /> Joaquin County Environmental Health Department (EHD) and cited for Violations <br /> of Title 27 California Code of Regulations (T27CCR) <br /> 1. §20750- Post Closure Site Maintenance and <br /> 2. §20650- Grading of Fill Surfaces. <br /> These violations have been documented on annual Inspection Reports since <br /> 2002. <br /> The EHD conducted an Office Hearing on February 20, 2008. During the hearing <br /> you agreed to submit a plan to bring the site into compliance. The EHD <br /> approved the Work Plan in March of 2008. The Work Plan stated that the site <br /> work would be completed by September 2008. <br /> Your efforts to clean up the site have been documented by the EHD. You had <br /> requested two time extensions in order to complete the site work. The EHD <br /> granted both time extensions. Currently the site needs additional time to find <br /> affordable sources of soil to provide cover and finish the grading process. <br /> On April 24, 2009, a site visit was made by Jenni Frase, Senior REHS. During <br /> the site visit, it was noted that 5 or 6 loads of soil were brought to the site. This <br /> soil, as well as soil from onsite sources, was used to construct a berm south of <br /> the existing rifle range. The new berm is proposed for use as a new pistol range. <br /> The construction of the new berm can be considered a change in the Post- <br /> closure Land Use. <br />
