SAN J O A R N Environmental Health Department <br /> i y �V <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> A&A GAS FOOD MART 1330 E YOSEMITE AVE, MANTECA November 03, 2021 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 214 CCR 2712 Failure to comply with UST operating permit conditions. <br /> OBSERVATION:According to the like-for-like replacement notification sent to EHD on 2/1/2021,the VMI LD 2000 <br /> leak detector was replaced on the 87 tank on 1/31/2021.A work order or testing documentation indicating the <br /> replacement was not found on site at the time of the inspection. <br /> REGULATION GUIDANCE: Emergency repairs relating to UST system monitoring and release detection may be <br /> performed by a properly licensed,trained, and certified contractor pursuant to the EHD's policy and a permit <br /> obtained within one business day from the EHD. All other repairs must have a permit submitted to and approved by <br /> the EHD prior to beginning work. <br /> CORRECTIVE ACTION: Immediately obtain a permit from the EHD for the replacement of the leak detector on the <br /> 87 tank. A"Failure to Obtain a Permit" penalty applies. <br /> This is a repeat violation, Class ll. <br /> 304 CCR 2631(a); HSC 25290.1(c) Failure to construct, operate, and maintain primary containment as product-tight. <br /> OBSERVATION: Large amount of liquid was observed in UDC 9/10, indicating a leak in the primary containment. <br /> REGULATION GUIDANCE:All primary containment for the UST system must be product tight. <br /> CORRECTIVE ACTION: Immediately have a properly licensed,trained, and certified contractor repair or replace the <br /> failed component(s), under permit and inspection of the EHD if necessary. <br /> This is a repeat violation, Class ll. <br /> 306 HSC 25291(e)Failure to remove, analyze, and properly dispose of water in secondary containment(pre-Jul 2003). <br /> OBSERVATION:Approximately 4 cups liquid was observed in the 87 tank. <br /> REGULATION GUIDANCE: If water could enter into the secondary containment by precipitation or infiltration, it <br /> must be removed and disposed of properly. <br /> CORRECTIVE ACTION: Immediately remove this liquid, make a hazardous waste determination per Title 22 <br /> hazardous waste regulations, and manage it accordingly.
