Box 1109; <br />Ripon, CA 95336 <br />RE: Odor Impact Minimization Plan and Manure Management Plan for SKS Enterprises, <br />23709 E Brandt Road, Lodi, CA 95240 <br />The San Joaquin County Environmental Health Department (EHD) received a Odor Impact Minimization <br />Plan (GIMP) and a Manure Management Plan (MMP) for the SKS Enterprises Poultry Ranch at 23709 E <br />Brandt Road, Lodi on February 7, 2007. <br />The EHD has reviewed the OIMP and MMP and have the following concerns: <br />1. Figure 4, "On-site Facilities," does not identify water wells, septic tanks, leach lines, chicken <br />houses, ponds, the compost house, offices, the egg processing plant, the manure lagoon, feed <br />storage and other facility features. Provide a detailed map of the facility. <br />2. Page 3 of the OIMP refers to a "woody block." Describe the woody block and its function. <br />Indicate the woody block location on Figure 4. <br />3. Page 5 of the GIMP, "Distance of Odor Receptors." Describe the odor impacts on receptors <br />which are downwind of the composting facility. Identify the receptors which are downwind. <br />4. Page 5 of the MMP, "Waste Storage Ponds," refers to "Woody's." Describe the Woodys and <br />their function. Indicate the Woodys location on Figure 4. <br />5. Page 5 of the MMP, "Waste Storage Ponds," states that "The large storage pond is by the <br />bunker and this is where all the liquefied manure from the houses will be closed cover. There is <br />a thin layer of water on the surface to reduce flies and odors." Describe what material is used to <br />cover the pond. Describe how large pieces of floating manure will be handled to prevent fly <br />breeding. Will the pond be agitated with a pump? Describe how fly breeding will be prevented <br />along the perimeter of the pond. Will the weeds along the pond perimeter be removed? <br />6. Page 5 of the MMP, "Waste Storage Ponds," states that "In the past they utilized an area as a <br />dry field. They would spread a thin layer of manure in this area and allow it to dry." "SKS <br />would like to utilize the dry fields again if they get into a bind with the composting machine. <br />They will only be utilized if in a bind." Use of a dry field or dry pad constitutes disposal of <br />waste which is prohibited by San Joaquin County ordinance. Remove all references to the dry <br />field or dry pad. <br />7. Page 5 of the MMP, "Bird Mortality." Describe how a large amount of bird mortality will be <br />handled in the cases of excessive heat, avian flu, or routine depopulation. <br />8. Page 8 of the MMP, "Manure Storage," states that "Manure will be contained under a roofed <br />structure on concrete or spread in the dry field, if allowed. Stored manure will be land -applied <br />according to this plan as previously described or sold or given away for off-site application." <br />Page 1 of 2 <br />
