5. Facility Information <br /> 5.1Facility Description <br /> Northern California Youth Correctional Center (NCYCC) is a State of California correctional facility. It is <br /> located just to the east of Highway 99. A site location map and a facility layout are provided in Appendix <br /> B. Operation and maintenance areas are located to the eastern side of the Central Facility. The facility's <br /> Service Center building is part of the Operation and maintenance areas and it is used to maintain the <br /> facility's vehicles. <br /> Name of Facility: Northern California Youth Correctional Center <br /> Type of Facility: Correctional Facility <br /> Location: 7650 S. Newcastle Rd Stockton, CA 95215 <br /> Owner: State of California <br /> Operator: California Department of Corrections and Rehabilitation <br /> Most oil storage at NCYCC is for vehicle and equipment fueling, emergency standby generators, and <br /> vehicle and equipment maintenance. At NCYCC, diesel-fired internal combustion engines are used as <br /> standby generators of electricity in case of a power failure. The main emergency generator is located in <br /> the Central Area and provides power to the Central Area and O.H. Close areas. They remaining <br /> generators are primarily located adjacent to the buildings to which they provide power and serves as a <br /> backup to the main emergency generator. All of the emergency generators have either a nearby external <br /> aboveground storage tank (AST) and/or a fuel tank that is integrated within the generator. Vehicle <br /> fueling is performed at the Vehicle Fueling Station in the Central Area. Equipment fueling may occur at <br /> this location, or fuel may be transferred from this location to equipment, such as emergency generators <br /> and landscape equipment, using portable tanks. Vehicle and equipment maintenance is typically <br /> performed at the Auto Shop in the operations and maintenance area. <br /> Table 1 provides a summary of the stationary, bulk oil storage containers at NCYCC including location, <br /> type of tank, content, and volume. Table 2 provides a summary of portable storage containers at NCYCC <br /> including location, type of container, volume, and contents. Additional information, including a <br /> discussion of secondary containment and other criteria that affects release potential and spill prevention <br /> are provided in Appendix C, Table C-1 and Table C-2. <br /> 5.2 Operations and Maintenance Areas <br /> Figure 2 shows the operation and maintenance area on the eastern side of the facility where most of the <br /> non-custody related activities occur. These areas consist of an Auto Shop, vehicle fueling station, <br /> warehouses, and maintenance operations. Bulk oil storage containers for these activities are listed in <br /> Tables 1 and 2. <br /> Page 19 <br />
