r <br /> City of Tracy Landfill Page 2 of 4 <br /> 39-AA-0005 <br /> VIOLATIONS <br /> The following violations of California Administrative Code (CAC) <br /> Sections were documented during the inspection: <br /> 17682 - Cover <br /> Areas on the northern portion of the site, that were neither <br /> defined as intermediate or final cover, had exposed waste. The <br /> required 6 inches of cover material was not applied over refuse <br /> in these areas. The operators, Juan Rodriguez and Carl Maxwell; <br /> were made aware that there was insufficient cover material placed <br /> on the above mentioned areas. They said they will be working to <br /> correct the deficiencies. <br /> (See Photos II-2-10, II-3-2, II-3-3,II-3-4, II-2-21, II-2-24) <br /> Daily .cover was applied to the waste received on the day of my <br /> inspection. (See Photos II-3-17, II-3-18) <br /> 17684 - Intermediate. Cover <br /> Intermediate cover areas as identified by Juan Rodriguez, site <br /> supervisor, had exposed waste. These areas were located on the <br /> east and west walls of the trench that surrounds the active <br /> working area. Since these area are too steep and too dangerous <br /> to cover, a plan should be submitted to the Local Enforcement <br /> Agency stating times and methods that will be used to meet the <br /> intermediate cover requirements as listed in Section 17684. <br /> (See Photos II-2-9, II-2-11 , II-2-12, II-2-15, II-2-22, II-2-23, <br /> II-3-13) <br /> 17686 - Scavenging <br /> I observed a man scavenging from the waste on the day of my <br /> inspection. He was observed to walk in the waste and onto the <br /> unloading area in order to scavenge items. Scavenging is not <br /> permitted according to the City of Tracy Disposal Site Facility <br /> Permit and should be discouraged at all times. <br /> Note: The site supervisor, Juan Rodriguez, and site operator, <br /> Carl Maxwell, stated that the man had been scavenging in the <br /> waste for as long as they could remember and that when asked to <br /> leave, the scavenger ignores them. <br /> (See Photos II-3-1, II-3-2, II-3-3, II-3-4, II-3-10) <br />
