City of Tracy Disposal Site Page 3 of 4
39-AA-0005
17707 - Vector and Bird Control
I observed flies on site in numbers that would have exceeded a
fly grill survey value of 6. The flies noted at the site were in
greater numbers in comparison to any of the other sites I have
seen.
(See Photos 11-2-16, 11-2-17)
17711 - Litter Control
I observed accumulations of litter that had blown from the site
and were observed in and adjacent to the drainage channel on the
neighboring property. Juan Rodriguez, site supervisor , said that
a crew had been picking up litter at the site just prior to my
inspection, but left before the job was complete.
Note: William Silva, Director, City of Tracy Public Works
Department, said that he is in the process of making a deal with
the County Jail so as to ensure more frequent litter policing and
less accumulations on and off the site.
(See Photos 11-3-5, 11-3-6, 11-3-7, 11-2-2, 11-2-3, 11-2-4)
17751 - Periodic Site Review
An engineering review was due on 12/19/82 and was not done.
The site was found in compliance with all other applicable
standards.
AREAS OF CONCERN
The following potential problems and/or areas of concern were
noted during the inspection:
17704 - Leachate Control
Michael Mosbacher (RWQCB-CVR) , stated in a phone conversation on
July 7, 1987, that the following documents are required from the
City of Tracy Disposal Site and are due on August 1, 1987:
- SWAT Report
- Vadose Zone Monitoring Plan
- Closure and Maintenance Plan
The RWQCB-CVR had granted extensions for the submittal of the
above documents which were originally due on April 1, 1987. This
section will be in violation if the above mentioned documents are
not received on or prior to August 1, 1987 .
