As noted above, it was further <br />determined that these significant changes would <br />require a revision of the operator's permit. <br />The Board's Permits Division, Permitting Branch <br />staff have stated that in light of the change in <br />landfill operator, a new SWFP is required, not a <br />revision of the current SWFP. Please contact <br />Martha Vazquez (916-327-9347) or Beatrice Cuenca <br />(916-327-9351) of the Board's Permitting Branch <br />for clarification and direction on this point. <br />ii. "A follow-up letter will be sent to San Joaquin <br />County Public Works Department that will outline a <br />time table for the CEQA review process." <br />A schedule for completing the SWFP Application <br />process, including CEQA Review, should be in- <br />cluded in the Order. This schedule should in- <br />clude a date -certain for submittal of a complete <br />SWFP Application. A timetable provides a means <br />for you and the operator to track progress toward <br />task completion. A timetable also directs at- <br />tention to any delays. Staff offer the following <br />comments: <br />Two timetables are possible depending on the <br />results of an Initial Study prepared for CEQA <br />compliance for this project: <br />(1) If the Initial Study indicates that all <br />project impacts are mitigable to less than <br />significant levels, a Negative Declaration may be <br />prepared. The following activities will de- <br />termine the actual time required for completing <br />a timetable under this scenario: <br />a. Development of Supporting Documents- Check <br />with the operator and determine if this has <br />been initiated. Set a reasonable due date. <br />b. Preparation, certification, and adoption of <br />the Negative Declaration- These activities <br />will be determined by the operator's progress <br />with this project. This process may be com- <br />pleted in six months. <br />
