Citation• <br />During the inspection, Mr. Ramos observed substantial accumulation <br />of litter along the southeastern perimeter fence of the landfill. <br />According to Mr. Ramos, litter outside the facility boundary was <br />excessive, especially near Interstate 580. A higher fence was <br />suggested to help control the litter problem. <br />Response• <br />At the time of the inspection, the County was still in transition <br />and had undertaken measures to correct the litter problem. The <br />County has since cleaned up litter in and around the site. Two to <br />four landfill workers will clean up litter on a daily basis <br />starting immediately. <br />A six foot high chicken wire litter fence will be constructed <br />around the entire perimeter of the site. In addition, a litter <br />fence has been constructed downwind of the working face to prevent <br />litter from blowing off-site. All proposed litter fencing will be <br />installed by December 1, 1990. <br />14 CCR 17742 - Hazardous Wastes <br />Citation• <br />Mr. Ramos observed a five gallon container of waste oil dumped at <br />the active face. The Corral Hollow Landfill is not permitted to <br />accept hazardous wastes. <br />He also observed loads of Celotex insulation being disposed of at <br />the active face. There is a question as to whether Celotex waste <br />meets the criteria for disposal at a Class III facility. <br />Response: <br />The County is in the process of training new employees at the site. <br />A load checking program (Attachment 1) has been implemented which <br />is standard at all County Landfills. This program will help <br />prevent dumping of any hazardous waste. <br />Attachment 2 of this compliance agreement is a letter the County <br />sent to Tracy Disposal concerning the disposal of insulation from <br />Celotex Inc.. The County informed Tracy Disposal that it must get <br />verification from all appropriate regulatory agencies that the <br />insulation can be disposed of at Corral Hollow. Without written <br />verification by Sept. 28, 1990, the disposal of Celotex waste will <br />no longer be allowed at the Corral Hollow Sanitary Landfill. <br />3 <br />
