Complaint Investigation Summary Report#:5105 <br /> COMPLAINT ID: COMXHD2JB Site Location: 1640 SPRING COURT <br /> Activity Summary <br /> Activity Date Recorded by <br /> 06/19/2020 Received email (in Spanish) from Alma Pelayo on 6/18/20 stating that she would MURO <br /> like to come to the EHD office to discuss the bill in person with Elena Manzo and I <br /> (Claudia Muro). I replied 9in Spanish) to let her know that that would be ok, <br /> however, there may be a possibility that this would be chargeable at$152 an hour. <br /> I let her know a phone meeting could also be an option. I will discuss with Elena <br /> Manzo to coordinate a time. <br /> 06/22/2020 Forwarded email from Alma Pelayo to Elena Manzo regarding her coming into the MURO <br /> office to meet with Elena Manzo and I, (Claudia Muro). I asked Elena to advise. <br /> Received email with <br /> 06/23/2020 Made correction to narrative to omit duplicated fragment. MURO <br /> Received email today, 06-23-20, from Alma Pelayo requesting an update. <br /> 06/24/2020 Received an email from Alma Pelayo stressing that the due date for the bill is MURO <br /> approaching on 6-28-20. 1 replied that Lead Senior Elena Manzo has already <br /> provided the complaint info to Program Coordinator, Muniappa Naidu. I will be <br /> checking on the status of his review of the narrative tomorrow and let her know. <br /> 06/25/2020 Received email from Elena Manzo to change selected service codes from 544 to MURO <br /> 007. <br /> 1 called Alma Pelayo to update her on the decision taken by management here at <br /> EHD. I explained that an hour was removed (24 + 18 + 18 minutes) but she is still <br /> responsible for the remainder of the bill. <br /> She was very upset that she still has to pay a "false" report because no gasoline <br /> was dumped into a storm drain. She said she will be getting a lawyer, she has <br /> cameras to back up her claim that her husband did not pour any gasoline into the <br /> storm drain, and as for the fire department, she said, "they make a big deal for <br /> doing nothing. She said they were parked outside her house for two hours waiting <br /> for the city of Public Works. I told her that when I first spoke to her, she told me <br /> her husband has dropped some oil and then sprayed degreaser onto it. I told her <br /> is a violation to release hazardous waste. She said that her husband only spilled a <br /> few drops and it wasn't intentional. I told her that both the fire department and the <br /> City of Tracy Public Works reported that approximately one quart of the liquid was <br /> reported to have gone in the storm drain. <br /> 07/24/2020 Received a call from Alma Palayo, 209-968-1300, who wanted to discuss billing MANZO <br /> for this permit. Reviewed the permit. Spoke with Alma, she indicated that she <br /> would like to contest the charges for this complaint, indicating that the complaint <br /> was not just, and that her husband,Antonio Pelayo, had not release any gasoline <br /> into the gutter, as was alleged by the Tracy Fire department personnel. She <br /> indicated that the cost is a significant hardship to her and herself and her family <br /> are sick with flu like symptoms(possibly Covid)and that she didn't feel that EHDs <br /> costs were justified. <br /> Discussed the response with M. Naidu program coordinator, who indicated that he <br /> will look into the costs to see if they can be changed to non-chargeable. <br /> 5105.rpt Page 5 of 6 <br />
