Complaint Investigation Summary Report*5105 <br /> COMPLAINT ID: CONANPCJL Site Location: 6966 S INLAND DR <br /> Activity Summary <br /> Activity Date Recorded by <br /> 08/24/2020 Complaint discussion with J. Alaniz, per prior discussion with M. Naidu, program MANZO <br /> coordinator, fish bio assay testing would be acceptable to determine if residual <br /> contamination is hazardous or not and whether it can be left in place. <br /> 08/25/2020 Received an email from Hayden Lee <haydenlee@whfinc.com>, saying: ALANIZ <br /> Please see the forwarded email from GeoAnalytical Laboratories regarding the <br /> storage and preparation of the Trinitas soil samples to be sent out for a fish <br /> bioassay, as we discussed over the phone. We are compositing samples S-2, S-3, <br /> S-4, and S-4@2 into one sample for the bioassay, because these samples had the <br /> highest levels of mineral oil present. We anticipate having results within 2-3 weeks. <br /> I will notify your office immediately once the results are sent to me, and we can <br /> determine the next course of action. <br /> Hayden informed me that the samples initially taken were still acceptable for the <br /> fish assay test. <br /> The EHD did not witness the sampling as there were other ER events going on at <br /> that time. <br /> 08/31/2020 Sent the following update email to Isabella Bencomo (Water Board) ALANIZ <br /> <isabelIa.ben como@waterboards.ca.gov>: <br /> The responsible party wants to leave the spill in place. The EHD reviewed the SDS <br /> sheets and the testing done so far and found a concern with fish toxicity. The <br /> responsible party decided to test the contaminated soil for toxicity using the fish <br /> bioassay test. They are going to be using the most contaminated parts for the <br /> testing. If the sample passes the test, then the EHD will have no other concern and <br /> will not require any remediation. <br /> If you have any concern regarding this, please let me know. I have not received the <br /> results yet. <br /> 09/21/2020 Received the fish bioassay results from Hayden Lee <haydenlee@whfinc.com>. ALANIZ <br /> The results indicated the soil was not hazardous for aquatic toxicity. Called Hayden <br /> to let him know that the results were acceptable. A full report is going to be <br /> delivered to the office later this week. <br /> 10/02/2020 Received the final report from Hayden Lee <haydenlee@whfinc.com> on 9/28/2020. ALANIZ <br /> Sent him an email that the complaint was going to be abated. The responsible <br /> party, Thomas Robinson <thomas.robinson@trinitasfarming.com>, was cc'd in the <br /> email. <br /> Gathered the complaint documents together and gave it to Elena Manzo, REHS, for <br /> review. <br /> Hayden recommended that the spill be left in place as the"analytical results <br /> showed all tested analytes to be non-detect(ND)for all soil samples except for <br /> mineral oil." In addition the fish bioassay had a"100% survival rate at the 750 mg/L <br /> test range." <br /> 10/02/2020 Called Jana Labrucherie, <jlabrucherie@sjgov.org>, 209-636-8041, and let her kno\A ALANIZ <br /> that the complaint was resolved for the county. Jana asked for a copy of the report. <br /> 10/15/2020 Received an email from Jana Labrucherie, <jlabrucherie@sjgov.org>, asking about ALANIZ <br /> the report.
