Complaint Investigation Summary Report#:5105 <br /> COMPLAINT ID: COQXZNQTU Site Location: 800 E PESCADERO AVE <br /> Activity Summary <br /> Activity Date Recorded by <br /> 06/19/2020 5:18 PM (6 min): Called Brandon Espinoza,All Environmental Services, ALANIZ <br /> 209-648-8060. He informed me that approximately 3000 gallons of diesel water <br /> had been generated. <br /> 6:48 PM (6 min): Called Brandon Espinoza for an update. Left a message. <br /> 7:06 PM (6 min): Called Brandon Espinoza for an update. No answer. <br /> 7:10 PM (12 min): Called Anthony Harb, 209-914-8138 and asked for an update. <br /> Anthony said that the hired cleanup company was still pumping out water. <br /> Brandon had temporarily left the facility. <br /> 8:00 PM (18 min): Called Brandon Espinoza. Approximately 10,000 gallons of <br /> water had been pumped out. The water level was going down slowly. I told <br /> Brandon I would look on CERS to see if there were any other outlets. Checked <br /> CERS and the storm water website for the Water Board. Did not find any <br /> additional information for the piping. <br /> 8:17 PM (6 min): Called Anthony Harb and discussed the storm drain piping. He <br /> confirmed that there was only the one outlet going into the canal. He explained <br /> that the water from the entire facility went through that canal which is why the <br /> water level was going down slowly. <br /> 8:22 PM and 8:49 PM (12 min): Called Brandon Espinosa and updated him on <br /> what I found. He said that the cleanup was not going to be completed tonight. <br /> More equipment was needed. <br /> The booms at the storm water outlet were replaced. Brandon checked the booms <br /> placed one quarter of a mile down the stream and said they did not need to be <br /> replaced. The storm water drain is currently plugged preventing any diesel from <br /> leaking. Brandon plans on going back to the site on 6/20/2020 to make sure that <br /> no diesel is leaking. <br /> The plan is to plug both sides of the affected storm drain. The pipe going into the <br /> canal was plugged but the other end of the pipe could not be plugged as the water <br /> level in the facility storm water system was too high. More water needs to be <br /> pumped out of the system. Once the water lowers, a second plug can be put into <br /> place. <br /> Brandon also said that he put absorbent pads on the water in the pipeline to help <br /> soak up the diesel. <br /> 06/20/2020 Time: 10-24 AM-10:36 AM ALANIZ <br /> Received a pictures from Brandon Espinoza,All Environmental Services, <br /> 209-648-8060 showing the stability of the site. Called him to discuss the site. The <br /> booms on the water were not saturated with diesel. <br /> 06/22/2020 Completed my 6/18/20 complaint narrative.
