Complaint Investigation Summary Report#:5105 <br /> COMPLAINT ID: COUEZKMF6 Site Location: 11530 W. EIGHT MILE RD <br /> Activity Summary <br /> Activity Date Recorded by <br /> 12/12/2019 Received a call from Sherri Keys (Manager) at 209-477-5364. She said that they BAKER <br /> are doing the clean-up right now and that I need to hurry and get there before it is <br /> done in 20 minutes. Left office and headed to spill location. Arrived on site and <br /> Sherri Keys pointed to the area where the boat was. While walking to the boat <br /> there was light sheen in several of the boat slips. No absorbent pads or booms <br /> were being utilized in any boat slips other than the one with the sunken boat. <br /> Upon reaching the affected boat there was a strong smell of fuel in the area. The <br /> diving company had already raised the boat upon arrival. I asked them if they <br /> would be finishing up the clean-up. They said they were only there to get the boat <br /> out of there. No other facility staff was in the area attempting to capture or stop <br /> the spread of fuel in the water. I went to the store to talk to Sherri Keys about the <br /> clean-up. I let her know that the spill was spreading to other areas and going out <br /> into the Delta. She said they would be down there to get everything else cleaned <br /> up. The waste will be placed in drums and labeled and picked up by Safety Kleen. <br /> Went back down to the boat and the tow boat had arrived on site. The raised boat <br /> had approximately 10-15 contaminated absorbent pads on the front of it. I asked <br /> the tow boat employee if they were going to take the boat with those left on there. <br /> He said he didn't know. I asked the diving company and they said they would take <br /> them off so that the facility could bag them up and dispose of them. Called Elena <br /> Manzo (Lead Sr. REHS) to let her know what was going on at the site. Received a <br /> call from Jason Raymond (510-697-9664) from the Coast Guard. Let him know <br /> what was going on and sent him a few pictures. Let him know that I was unsure if <br /> the boat was actively leaking. The boom across the boat slip was opened up to <br /> remove the boat that had sunk. Received a call from Jason Gaitan (EHS) <br /> (209-468-9848). He asked me to text the owner's phone number (209-477-5364) <br /> to Matt Plaza (831-601-3604) of Fish and Wildlife. After the boat was towed away. <br /> No facility staff was on hand to replace the boom. A light sheen was observed <br /> escaping the boat slip and going out into the Delta. Sheen was moving in an <br /> eastward direction and extended from the dock approximately 10 feet at the <br /> furthest point. Waiting approximately 10 minutes after the boat was removed for <br /> facility staff to come and start cleaning up the rest of the spill. Nobody arrived so I <br /> walked back up to the store and spoke with Sherri Keys again. She said that <br /> people were on the way to start clean-up. One had to fill up gas before he comes <br /> down there. I let her know that they need to make a reasonable effort to capture <br /> the release. They cannot just let it float away. She said she understood and that <br /> they were coming down to clean it up. Went back down to the boat dock. After <br /> several minutes one employee came down and started pulling the booms out of <br /> the water. I showed him the areas that were still needing clean up and asked if he <br /> was going to clean it up. He said he was just told to pull the booms out of the <br /> water. Called Elena Manzo (Lead Sr. REHS) to update her on what was going on. <br /> Two other employees came down and began helping pull the booms out of the <br /> water. I let them know I had to leave now and wanted to know the plan for the rest <br /> of the clean-up. All three said that all they were doing was pulling the booms out <br /> of the water and that was it. Two large black plastic garbage bags of booms and <br /> absorbent pads were generated. Left site. Upon arrival back at the office <br /> received a call from Andrew Christopherson (Coast Guard) (510-928-9939). He <br /> said that the sheen on the water is light and that it is unrecoverable. The sheen <br /> will dissipate on its own in a day or two. Let Elena Manzo (Lead Sr. REHS) know. <br /> 12/12/2019 Contacted Sherri Keys, Manager for King Island Marina. Asked if Vessel Assist GAITAN <br /> were out there. She stated that they are. I asked if she could contact the ER phone <br /> when clean up is almost complete. She stated that she would. <br /> 12/12/2019 Updated Lydia Baker(RENS) on clean-up progress and let her know that Sherri GAITAN <br /> Keys, manager, will contact the ER phone when clean-up is almost complete. <br /> 5105.rpt Page 3 of 6 <br />
