<br /> <br />Soil Investigations for Data Collection in the Delta <br />Initial Study/Proposed Mitigated Negative Declaration 187 <br />During operation of the drilling equipment there will be multiple vehicles on site <br />which may delay traffic or cause traffic congestion. However, temporary congestion <br />and/or lane closures would not conflict with any applicable plans, programs, <br />ordinances, or policies. While this would be a less than significant impact, <br />implementation of MM BIO-1, MM GHG-1, and MM TRANS-1 would further avoid, <br />minimize and/or reduce the potential for impacts. <br /> <br />MM TRANS-1 <br />e. Where it is necessary, traffic controls (e.g. flaggers) will be put in place. <br />Lanes may be closed off by traffic cones with flaggers posted to ensure the <br />flow of traffic continues while maintaining safety measures for the crew. <br />Traffic controls and lane closures will consider access for emergency services <br />and be coordinated through the encroachment permit processes implemented <br />by Caltrans and counties, with CHP coordination as required. <br /> <br />f. Parking on public roads and thoroughfares by crew vehicles will be avoided to <br />the maximum extent practicable to allow for the flow of traffic to continue. <br /> <br />g. No public roads, waterways or land access will be closed. <br /> <br />h. For overwater sites, the project area shall be a no-wake zone, with boats not <br />exceeding 5 mph within 500 feet of the work area. <br /> <br />b) Would the Proposed Project conflict or be inconsistent with CEQA Guidelines <br />section 15064.3 subdivision (b)? <br /> <br />No impact. The Proposed Project is temporary in nature and is not considered a <br />“land use project” or “transportation project”, and therefore will not alter the land use <br />and subsequently generate additional sustained amounts of VMT. Section 15064.3, <br />subdivision (a), states, “For the purposes of this section, ‘vehicle miles traveled’ <br />refers to the amount and distance of automobile travel attributable to a project.” The <br />term “automobile” refers to on-road passenger vehicles, specifically cars and light <br />trucks (Office of Planning and Research 2018). <br /> <br />Proposed Project activities equate to only a limited number of trips per day at any <br />specific soil investigation location while field activities are occurring. Because of this <br />small number of trips and the temporary nature of the activity, the Proposed Project <br />would not result in a significant increase in VMT. Both DWR and the counties in <br />which the Proposed Project is located have not yet elected to be governed by the <br />VMT provision of Section 15064.3, so there is currently no VMT standards to <br />compare VMTs of the Proposed Project. The Proposed Project does not conflict <br />with CEQA Guidelines section 15064.3 subdivision (b); therefore, there is no impact <br />due to the Proposed Project. <br />
