'Joe Grindstone Association Page 5 of 6 <br />13550.Highway 12, Lodi <br /> <br />January 29, 2019 <br />C00048503 <br />waters of the state, or discharged in or deposited where it is, or probably will be, discharged in <br />or on any water of the state, as soon as that person has knowledge of the discharge, shall <br />immediately notify the local health officer or the director of environmental health of the discharge. <br />(b) Any person who fails to provide the notice required by this section is guilty of a <br />misdemeanor and shall be punished by a fine of not less than five hundred dollars ($500) nor <br />more than one thousand dollars ($1,000), or imprisonment for less than one year, or both fine <br />and imprisonment. <br />Observation #7 <br />Some electrical conduits and boxes were observed to be in areas that may become inundated <br />by lagoon waters during periods of tidal flooding and may present a safety hazard. <br />Violations <br />Uniform Code for the Abatement of Dangerous Buildings (1988), Section 302 <br />For the purpose of this code, any building or structure which has any or all of the conditions or <br />defects hereinafter described shall be deemed to be a dangerous building, provided that such <br />conditions or defects exist to the extent that the life, health, property or safety of the public or its <br />occupants are endangered: <br />#13. Whenever any building or structure has been constructed, exists or is maintained in <br />violation of any specific requirement or prohibition applicable to such building or structure <br />provided by the building regulations of the jurisdiction, as specified in the Building Code or <br />Housing Code, or of any law or ordinance of this state of jurisdiction relating to the condition, <br />location, or structure of buildings. <br />San Joaquin County Ordinance Code, Title 8, Section 8-5005 <br />(b) All corrections ordered by the enforcement agency shall be undertaken only after securing <br />all necessary permits. <br />Corrective Actions <br />Immediately: <br />Cease providing water to the public from the unapproved water system. <br />Vacate and cease occupancy of the floating homes. <br />Cease the use and discharge of all unapproved sewage disposal systems, including all <br />discharge of sewage or wastewater to ground or surface water. <br />Within thirty (30) calendar days: <br />1. Obtain all necessary permits to either approve the installation or removal of all <br />unapproved floating homes, any other unapproved facilities or structures with utility <br />connections, and all unapproved water, sewer, and electrical utility connections, piping, <br />lift (pump) stations (if any), conduits to the floating homes, and any other unapproved <br />facilities at the site that were installed without proper permits or approvals.
