Met with Mike, Sierra, and Fire Inspector Josh <br />Elliott and Deputy Fire Marshall John Gish from the Lathrop Manteca Fire District. <br />More illegal dumping has occurred in the silage area on the 19043 S. McKinley <br />property. Significant soil has been moved to cover dumped material. Burn waste <br />and food waste have also been dumped in the area since the last inspection. <br />-More tires have been brought onto the site. Further details are available in the <br />inspection report and photo log of this date. <br />02/03/2020 19051 S. McKinley Avenue (APN# 214140018) & 19043 S. Mckinley Avenue <br />(APN# 214140020) , Manteca, CA. -Searched for responsible party information <br />for properties. <br />The properties are tax defaulted. <br />The address on record for the 19051 S. McKinley Property is a mailbox with a <br />street address. <br />Discussed complaint with Robert. <br />EASTER <br />03/12/2020 19051 McKinley Ave., Manteca, CA 95337. Complaint status check. Spoke with EASTER <br />Larry Dargitz, who represents himself as having power of attorney for Ms. Ronyak, <br />(209) 430-5337. Mr. Dargitz stated that Ms. Ronyak is in a rehabilitation center <br />and would not be returning. Mr. Dargitz stated that he was in the process of <br />having the property cleaned. When I inquired about the returned correspondence <br />from the department, Mr. Dargitz stated that Ms. Ronyak was unable to receive <br />mail for a period of time because "the mailbox had been run-over." I had Mr. <br />Dargitz sign my inspection report with a compliance date of 3/26/2020. A copy of <br />the inspection report was left with Mr. Dargitz. <br />James Pacheco, (209) 607-6990, stated that he is the person that will be cleaning <br />the property. Mr. Pacheco stated that there will be a noticeable difference in the <br />property by the compliance date. <br />-Further details are available in the inspection report of this date. <br />05/27/2020 19051 S. McKinley Ave., Manteca, CA 95337. Status Check. Several commercial EASTER <br />vehicles and trailers have been brought onsite. When I asked one of the truck <br />drivers if they knew why the vehicles were there the driver told me that their boss <br />needed a place to park the vehicles and that I should speak to the owner the <br />owner who was on the tractor (disking the land). I made contact with James <br />Pacheco, (209) 607-6990, with whom I had previously spoken. Mr. Pacheco <br />stated that he has been cleaning-up the property but could not get rid of anything <br />because of COVID19. I ask him when he thought he would be able to haul the <br />waste to the dump, and he stated that he did not know. <br />Waste in the back silage pit has been covered with dirt. <br />Further details are available in the inspection report of this date. <br />08/19/2020 Reviewed complaint file. EASTER <br />08/20/2020 Complaint status check conducted with Ciera L., Frederick E., Juanita H. from <br />Community Development's Code Enforcement, Josh Elliot of Lathrop Manteca <br />Fire District, Sheriff Deputy Weaver, and three other Sheriff deputies. No <br />significant progress has been made on cleaning the site. Most of the waste that <br />was in the east silage pit was transferred into the west silage pit. Soil is mixed in <br />with the waste. Partially buried garbage and wood are visible in different areas of <br />the property.
