Environmental Health Department <br />Small Quantity Hazardous Waste Generator Inspection Report <br />Date: <br />October 09, 2020 <br /> Facility Address: <br /> 3807 Coronado Ave, Stockton <br /> Facility Name: <br /> Sprint United Managemnt Co. <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 111 CCR 66262.42(a)(c)(d) Failed to comply with uniform hazardous waste manifest exception requirements. <br />OBSERVATION: The facility did not have exception reports on site for Uniform Hazardous Waste Manifests <br />(UHWM) <br />-Manifest #020623418JJK (10/7/19) <br />REGULATION GUIDANCE: <br />(a) A generator who does not receive a copy of the manifest with the handwritten signature of the owner or <br />operator of the designated facility within 35 days of the date the waste was accepted by the initial transporter shall <br />contact the transporter and/or the owner or operator of the designated facility to determine the status of the <br />hazardous waste. <br />(c) A hazardous waste generator who does not receive a copy of the manifest with the handwritten signature of the <br />owner or operator of the facility to which the generator's waste is submitted, within 60 days from the date that the <br />hazardous waste was accepted by the initial transporter, shall submit to the department a legible copy of the <br />manifest, with some indication that the generator has not received confirmation of delivery. <br />(d) Generators shall submit the information to the department at: DTSC Report Repository, Generator Information <br />Services Section, P.O. Box 806, Sacramento, CA 95812-0806 <br />CORRECTIVE ACTION: Locate a copy of the destination facility signed manifests and send a copy to the San <br />Joaquin County Environmental Health Department (EHD). If the destination facility signed manifests cannot be <br />found then send to DTSC a copy of each generator signed manifest and a statement that the designated facility <br />signed copy was not received by the generator. DTSC address is DTSC Report Repository, Generator Information <br />Services Section, PO Box 806, Sacramento, CA 95812-0806. Provide a corrective action statement to the EHD <br />within 30 days. <br />This is a Class II violation. <br /> 113 HSC 25160.2(b)(3) Failed to keep copies of consolidated manifesting receipts for three years. <br />OBSERVATION: The business operator could not provide hazardous waste disposal records for the past three <br />years during the inspection. <br />REGULATION GUIDANCE: The generator shall retain each consolidated manifest receipt for at least three years. <br />This period of retention is extended automatically during the course of any unresolved enforcement action <br />regarding the regulated activity or as requested by the department or a certified unified program agency. <br />CORRECTIVE ACTION: Provide a copy of disposal records for the past three years, going back to 10/9/17, for all <br />hazardous waste including hydraulic oil and oily absorbent.
