Buildings on land that when subdivided or when infrastructure is installed, <br />will not comply with community subdivision, zoning, or planning <br />regulations. <br />Properties currently served by infrastructure that does not meet existing <br />adopted utility or community infrastructure standards. <br />Buildings that, when built, did not conform to the then effective building, <br />plumbing, mechanical, or electrical codes adopted by the community <br />where the project is located. <br />Land that contains materials or facilities, including, but not limited to, <br />materials for aircraft landing pads and runways that will have to be <br />removed to allow development. <br />It is also important to note that Section 33492.20(c) of the Law states that this <br />Report need only be "as complete as the information then available permits". <br />Blighting Conditions in the Project Area <br />The data and information sources consulted and employed to document <br />conditions in the Project Area are provided below and are cited throughout <br />the text and tables of this Report. <br />Data sources utilized in the preparation of this Report include the following: <br />Draft Environmental Impact Report for the program-level EIR for both the <br />Port of Stockton West Complex Development Plan and the City of <br />Stockton Redevelopment Agency's Rough and Ready Island <br />Redevelopment Plan, November 2003 ("Draft EIR"). <br />Rough and Ready Island Development Plan for the Port of Stockton, Final <br />Report, February 28, 2001 ("Development Plan"). <br />Navy Property Transfer Environmental Assessment, December 1998 <br />("Environmental Assessment"). <br />Field survey conducted by the Rosenow Spevacek Group, Inc. ("RSG"), <br />the Agency's redevelopment consultant, and City staff in November, 2002 <br />and in April 2004.
