1 5.0 PRESENT SITE CONDITIONS <br />5.1 SITE RECONNAISSANCE <br />On March 19, 1991, two Dames SE Moore representatives conducted a site reconnaissance of <br />the subject site. Mr. Richard Martucci, Marketing Manager for the Port of Stockton, escorted the <br />representatives to the site and provided a general orientation to the site vicinity. Captain Jack Addison, <br />Manager for Delta Bulk Terminals, accompanied the reconnaissance team during a tour of the Delta Bulk <br />Terminals facility and provided information regarding the bulk cargo operations. <br />The site is relatively flat and most of the site is encircled by railroad tracks. Several railroad <br />tracks are situated immediately to the north. Four conveyors pass overhead of the railroad tracks, <br />carrying material from the main portion of the site to awaiting ships; the conveyors are part of the site. <br />5.2 AUDIT AREA RECONNAISSANCE <br />Audit Area III extends north to the railroad lines from the boundary of Area I and Area II; <br />Audit Area III also includes the conveyors to the docks. Petroleum coke, coal, and copper concentrate <br />stockpiles operated by Delta Bulk Terminals are presently on the site. According to Captain Jack <br />Addison, Delta Bulk Terminals' manager, the petroleum coke is received from the Shell refinery in <br />Martinez, California and is the property of American Industrial Materials Corporation (AIM Corp). <br />Approximately 13,000 metric tons of petroleum coke are stored on this parcel. During the site <br />reconnaissance, two trucks were observed unloading petroleum coke: one via a conveyor that rapidly <br />deposited the coke into a stockpile; the second truck emptied its load through a hose into a yellow <br />machine known as a "guppy", that treats the coke before it reaches the stockpile. The treatment process <br />was not observed or discussed with Mr. Addison. There was no activity at the coal stockpile, situated <br />to the east of the petroleum coke stockpile. <br />Shipments to or from the stockpiles also travel by rail and ship. Area III contains a rotary <br />railcar dumper situated along the loop railroad track near the western side of site. The dumper empties <br />bulk material into an underground pit and conveyors carry the load from the pit either south to an interim <br />storage area, or over the railroad tracks to the water's edge.
