Complaint Investigation Summary Report #: 5105 <br />COMPLAINT ID: C00052275 Site Location: 0 ARCH RD <br />Activity Summary <br />Activity Date Recorded by <br />07/16/2020 8:08 a.m. Called Alejandro Martinez, ANCON Environmental, 510-292-8099. I ALANIZ <br />discussed the cleanup with him. He is currently waiting for a 20 yard roll off bin to <br />arrive on site. A City of Stockton employee was on their way to the site to verify <br />cleanup. Alejandro said he would inform me once the city employee arrived on <br />site. <br />8:56 a.m. Received a call from Alejandro letting me know that the roll off bin had <br />arrived. <br />Left for the site and arrived at 9:26 a.m. Reviewed the area that had been cleaned <br />up previously. No further remediation was required near the storm drains or in the <br />intersection. <br />The debris from the incident had been placed on the north west corner of the <br />intersection. It was removed and placed into the 20 yard roll off bin. The bin was <br />labeled as "pending analysis" and placed in the pump yard off of Newcastle Street <br />for storage. During the removal, debris fell onto the side walk. The sidewalk was <br />power washed. The debris generated from the cleanup was put into a 55 gallon <br />drum to be stored with the roll off bin. <br />Called Alejandro's supervisor, Nolan Ryan, 916-701-3376. Nolan said that the <br />waste would be stored near the pump house until the analysis was completed. <br />The waste would then be properly disposed of. <br />During the cleanup Bryan Toledo with the City of Stockton arrived on site. He <br />showed me the pump house area. He stated that the pumps had not been turned <br />on during the incident. A 20,000 gallon frac tank is going to be brought to the <br />pump station to hold waste water generated from the cleanup. The fire <br />extinguisher is going to be used to flood the storm drains at the area of the <br />accident. The line from the incident to the pump house is then going to be flushed <br />out. All of the water is going to be captured and profiled for disposal. Bryan said <br />that two 20,000 gallon frac tanks might have to be used for the cleanup. <br />I inspected the area of Little John Creek where the water gets released from the <br />pump house. No diesel contamination was observed. <br />Got back to the office at 11:18 a.m. Completed the photo log. Called Alejandro <br />for an update. He said that the frac tank had arrived. The liquid waste generated <br />from the power washing was placed into nine 55 gallon drums. All ten drums are <br />being stored with the roll off bin at the pump house. Asked Alejandro to send me <br />a photo of the drums. Sent him an email with my contact information at <br /><alejandros@anconservices.com>. <br />Received the photos of the drums generated from Alejandro. <br />07/16/2020 (Continuation from 7/15/2020) MANZO <br />12 AM: Verified surface cleaning as adequate. One composite sample was <br />collected by Encon from the ash and oily debris pile, for waste profiling. Remained <br />onsite until all the waste was moved to the tarp area and secured with plastic <br />sheeting and sand bags. The burn stockpile was staged in the sidewalk area next <br />to Arch and Logistics intersection. The waste storage area was secured with <br />caution tape. Left the site.
