A maximum` soil',particle size requirement will be placed into <br /> the CQA 'plan,' in'' order to determine what is the size of <br /> materials to be rejected from incorporation into the final <br /> cover assembly. <br /> 7. The barrier layer is to be constructed in two lifts, each <br /> being approximately eight inches thick prior to compaction. <br /> The final cover barrier layer must be at least one foot <br /> thick after compaction. <br /> 8. Mixing tables are to utilized in the blending of native <br /> soils and Ione clay for the slopes of the primary waste <br /> management unit, in order to achieve a hydraulic <br /> conductivity of not greater than 1. 0 X .10-6 cm/sec. within <br /> the barrier layer. <br /> 9. The frequency of conducting laboratory hydraulic <br /> conductivity tests and hydrometer analysis may be decreased <br /> if the CQA test results indicate that the barrier layer <br /> materials are being properly mixed and achieves a hydraulic <br /> permeability of not greater than l. 0 X 10-6 cm/sec. The <br /> reduction of the frequency of tests indicated above will <br /> have to be reviewed by the engineers of record and approved <br /> by them as well as concurred with by the Board and the <br /> Regional Water Board. <br /> 10. A test pad will be constructed that reflects the worst case <br /> mix and compaction design, as well as strips of other <br /> proposed native soil/Ione clay mix designs and a minimum , <br /> prescriptive standard 23 CCR, Chapter 15 final cover design. <br /> The test pad(s) results of the proposed testing will be <br /> compared to a standard test pad under 14 CCR, Section 17774 <br /> in order to determine if the proposed mix design will meet <br /> the performance criteria of a 23 CCR, Chapter 15 final cover <br /> design. Included in the conclusion of the analysis will be <br /> a discussion of what action is to be done if there is a <br /> problem with achieving the performance of the 23 CCR, <br /> Chapter 15 final cover or the CQA program goals under 14 <br /> CCR, Section 17774. <br /> 11. If changes are detected by the CQA monitor or CQA officer, <br /> and the change in the material is determined to possibly <br /> cause an unacceptable change in the hydraulic conductivity <br /> of the barrier layer mix, a test pad with an appropriately <br /> adjusted mix design is to be- built and tested in accordance <br /> with the CQA plan prior to the placement of the suspect <br /> soil. <br />
