WASTE DISCHARGE REQUIREMENTS -3- COUNTY OF SAN JOAQUIN HARNEY LANE CLASS III LANDFILL SAN JOAQUIN COUNTY 3. The placement of 'nonhazardous ' solids wastes in ponded water from any source is prohibited. S. Discharge Specifications: 1 . Neither the closure operations nor the disposal of waste shall cause pollution, or a nuisance as defined in the California Water Code, Section 13050. 2. Waste materials shall be confined to the primary and secondary sites shown on Attachment "A". 3. Excavations made for discharge of waste; shall not extend below elevation +50 feet, USGS Datum. 4. The exterior surfaces of the disposal area shall be graded to promote lateral runoff of precipitation and to prevent ponding. 5. Surface drainage from tributary areas, and internal site drainage from surface or subsurface sources, shall not contact or percolate through 'nonhazardous' solid wastes discharged at the site. 6. The active disposal area and the closed sections shall be protected from any washout or erosion of wastes or covering material , and from inunda- tion, which could occur as a result of floods having a predicted frequency of once in 100 years. 7. Annually, prior to the anticipated rainfall period, all necessary runoff diversion channels shall be in place to •pre�,ent erosion or flooding of the site. 3. Water used during disposal site operations shall be limited to a minimal amount reasonably necessary for dust control p,arposes. 9. The discharge shall not cause a degradation of any water supply. 10. Barriers shall be maintained to prevent blowing paper from leaving the designated disposal site. 11. The Discharger shall remove and relocate any wastes which are discharged at this site in violation of these requirements. 12. The migration of methane gas fro;, the landfill shall be controlled :as necessary to prevent nuisance conditions or impacts on water quality.
