Resources Code. Such enforcement measures include charging the applicant the costs of <br />administering an enforcement action. The basis for charging fees for an enforcement action shall be a <br />time and materials compensation. (Development Title Section 9-1415.3[t]) <br />q. GROUNDWATER CONDITIONS: Excavation below groundwater level is not permitted. <br />r. NOISE: The operator shall implement the following measures to reduce the impact of construction <br />related noise: <br />(1) All existing and future residences shall have adequate (approximately eight feet tall with 2:1 slope) <br />berm placement to prevent line of sight to the quarry. Line of sight graphics shall be included with <br />the Improvement Plan. <br />s. RECLAMATION: The site shall be reclaimed to an agricultural use. <br />t. MERGER: The site consists of four separate parcels. The parcels shall be merger prior to initiation of <br />the use of the site as a quarry, if applicable. <br />u. STAGING AREA: The applicant shall construct an on-site staging area for both inbound and outbound <br />trucks to prevent the parking of trucks along the shoulder of River Road. The staging areas shall be <br />adequate to accommodate at least 12 inbound trucks and 6 outbound trucks. The staging area shall <br />be paved with an all-weather surface and shall be constructed within one year of the date of approval <br />of this application. <br />v. INSPECTIONS: For one year, the applicant shall conduct random daily inspections of trucks to check <br />for the illegal application of diesel fuel to truck beds. <br />2. DEPARTMENT OF PUBLIC WORKS (Contact: [209] 468-3000) <br />a. The excavation plan shall be prepared by a registered civil engineer and include the following: <br />(1) Detail of access road off of Harrold Avenue. <br />(2) Stockpile area for topsoil (no excavation or stockpile shall be allowed within 25 feet of the property <br />boundary or the County right-of-way). <br />(3) Public roads shall be kept free from mud, dirt, and gravel resulting from quarry operations. <br />b. All private roads involved in the excavation shall be maintained to control dust. <br />c. A conveyor system extending under River Road shall be installed and used to move material from the <br />project site to the existing Munn & Perkins plant on River Road. <br />d. An encroachment permit shall be required for work within the road right-of-way. (Development Title <br />Sections 9-1145.4 and 9-1145.5) <br />e. Dedication to result in a 25 -foot -wide right-of-way from the centerline of Harrold Road to the property <br />line shall be required across the frontage of APN 247-230-09. Dedication shall be made on the Site <br />Map. (Development Title Section 9-1150.5) <br />3. ENVIRONMENTAL HEALTH DEPARTMENT (Contact: [209] 468-3240) <br />a.
