WASTE DISCHARGE REQUIREMENTS -2- <br /> GOLDEN GATE FRESH FOODS, INC. <br /> dba VICTOR FINE FOODS <br /> INTERIM GROUND WATER CLEANUP <br /> SAN JOAQUIN COUNTY <br /> 5. The Discharger has submitted technical information showing that the <br /> extraction program implemented in June 1989 has begun to control a portion <br /> of the contaminated ground water plume. Discontinuing the extraction, even <br /> for the short time between 1 March 1990 and the start up of the injection <br /> well , could have an adverse impact on achieving final cleanup. <br /> 6. Since June 1989, the Discharger has been discharging an effluent of the <br /> quality described in Finding 4 to the Mokelumne River. No receiving water <br /> limitation violations have been noted in the Discharger' s monitoring <br /> reports or periodic inspections by the Regional Board. <br /> 7. Historically, TDS concentrations in the Mokelumne River, in the vicinity <br /> of the plant, have rarely execeeded 60 mg/l , as determined from U.S. <br /> Geological Survey Water Data at gaging station 11325000. <br /> 8. Spring and summer flows in the Mokelumne are typically higher than winter <br /> weather flows because of seasonal irrigation demands downstream. Typical <br /> irrigation demand flows exceed 150 cfs. <br /> 9. The beneficial uses of the Mokelumne River, the San Joaquin River, and the <br /> Delta waters are municipal , industrial and agricultural supply; recreation; <br /> esthetics enjoyment; navigation; and preservation and enhancement of fish, <br /> wildlife and other aquatic resources. <br /> 10. Beneficial uses of the ground water are domestic, industrial and <br /> agricultural supply. <br /> 11 . The discharge of process wastewater and the ground water investigation/ <br /> cleanup are presently governed by the following Orders/Resolutions: <br /> 87-733 A Cleanup and Abatement Order, with time schedule for ground <br /> water and soils investigation and cleanup, and for obtaining <br /> compliance with Subchapter 15, Chapter 3, Title 23 <br /> California Code of Regulations. Order No. 87-733 was issued <br /> to the original owner of the facility, Goehring Meat Inc. , <br /> and will be retained. <br /> 88-191 A Cease and Desist Order with a time schedule for interim <br /> and long-term wastewater disposal methods, closure of the <br /> percolation ponds, and ground water cleanup. Order No. <br /> 88-191 will be retained. <br />
