WASTE DISCHARGE REQUIREMENTS -3- <br /> GOLDEN GATE FRESH FOODS, INC. <br /> dba VICTOR FINE FOODS <br /> INTERIM GROUND WATER CLEANUP <br /> SAN JOAQUIN COUNTY <br /> 88-193 A limited term NPDES permit allowing the discharge of ground <br /> water polluted with TDS, after blending with fresh water, <br /> to the Mokelumne River until 1 March 1990. This proposed <br /> order allows the discharge to continue until 1 July 1990. <br /> 89-037 Special Order amending Order Nos. 88-191 and 88-193 to <br /> reflect a corporate name change. Order No. 89-037 will be <br /> retained. <br /> 90-047 Waste discharge requirements for the operation of a <br /> wastewater treatment plant and Class II surface impoundment. <br /> Ultimate disposal of the wastewater will be by injection <br /> into an EPA permitted, Class I , nonhazardous waste, <br /> underground injection well . Upon completion of the <br /> injection well , the discharge of polluted ground water to <br /> the Mokelumne River will cease and the discharge will be <br /> regulated by Order No. 90-047. <br /> 12. Current discharges to the on-site percolation pond include about 100,000 <br /> gpd of process wastewater. This wastewater has TDS concentrations ranging <br /> from 1 ,600 to 2,000 mg/1 , and a BOD of about 820 mg/l . <br /> 13. The Discharger submitted a UIC Permit Application in January 1989, in <br /> compliance with Cease and Desist Order No. 88-191 and supplemental <br /> information as requested by EPA in May 1989. A draft UIC permit was <br /> circulated on 15 September 1989. Due to the October 1989 earthquake and <br /> subsequent problems at EPA the final UIC permit was not issued until <br /> 19 February 1990. Construction of the injection well began on 28 February <br /> 1990. The Discharger has estimated that the injection well should be <br /> complete within 60 days. Allowing for final approval to use the injection <br /> well and unavoidable delays, the injection well should be on-line no later <br /> than 1 July 1990. <br /> 14. The Board, on 25 July 1975, adopted a Water Quality Control Plan for the <br /> Sacramento-San Joaquin Delta Basin (5B) which contains water quality objec- <br /> tives. These requirements are consistent with that Plan. <br /> 15. Effluent limitations, and toxic and pretreatment effluent standards, <br /> established pursuant to Sections 301 , 302, 304, and 307 of the Clean Water <br /> Act and amendments thereto, are applicable to the discharge. <br /> 16. The action to adopt an NPDES permit is exempt from the provisions of the <br /> California Environmental Quality Act (Public Resources Code Section 21000, <br /> et seq. ) , in accordance with Section 13389 of the California Water Code. <br />
