E "7
GENESIS ENGINEERING & REDEVELOPMENT
Company continued to use the DePaoli Parcel for disposal of drilling mud waste until the
RWQCB issued a Notice of Violation and ordered the disposal activities to cease on May
1, 1984. The Arcady Oil Company-DePaoli lease-back arrangement terminated in 1988.
1.3 Previous Environmental Investigations
The following is a chronology of the Site Investigations that have been conducted at the
Site. The data collected from these investigations is presented in the Tables and Figures
in Appendix A.
Arcady Oil Company Sampling
Waste Analysis Sampling
Results from 47 waste analysis samples are presented in Appendix IV of the January
1988 Waste Characterization Analysis Report prepared by Condor Environmental
Management, Inc. ("Condor"). Sample dates range from March of 1978 to May of 1985,
and are assumed to have been collected by Arcady during disposal operations. Sample
descriptions are given as liquid, sludge, or water/mud. Of these samples, 45 are
presented in mg/L, and 2 are presented in mg/kg.
The Condor report (Condor 1988) concluded"... determinations made of pH, Specific
Conductivity, Oil & Grease, Arsenic, Chromium, Chromium VI, Chromium III, and
Chloride. Maximum reported values were compared against California Department of
Health Services' ("DHC") Total Threshold Limit Concentrations ("TTLC") and Soluble
Threshold Limit Concentrations ("STLC") for Hazardous Waste. None of the reported
values exceeded the TTLC limits. Since these were samples of liquid wastes,we
(Condor)believe they are determinations of total content of contained metals although
this is not specified on the lab reports received by Condor." Sample results are presented
in Tables A-1, A-2, and A-3.
Groundwater Sampling
On December 29, 1982 the RWQCB revised Order 76-152 to require the installation of
two On-Site monitoring wells. Monitoring Wells OH-1 and OH-2 were installed in
response to that order. No documentation was available regarding the installation and
initial sampling of Monitoring Wells OH-I and OH-2; it is assumed that these activities
were performed by or under the direction of Arcady Oil Company.
Site Investigation Work Plan 3 of 18
DePaoli Property
November 14,2007
