River City Petroleum 2 - 22 August 2007
Connell Motor Lift Truck
Stockton, San Joaquin County
constituents currently being detected. Also, if a constituent was previously deleted after
being non-detect for at least 4 consecutive quarters, do not analyze and report that
constituent at this time. Note that for the USEPA Method 8260, all detected peaks
must be reported for the constituents of concern.
2. The Report mentions that SVE influent concentrations will continue to decline and
provides a graphic representation of the data in Appendix G. Please provide an
assessment of the SVE system, including an estimate when SVE influent
concentrations will reach an asymptotic level, with recommendations for optimization of
the existing SVE system or additional SVE treatment wells in the next quarterly report,
which is due 1 October 2007.
3. The Report states the reductions in benzene, toluene, ethylbenzene, xylenes
concentrations in the former Underground Storage Tanks source area may be
attributed to the effectiveness of the Air Sparging (AS) system to date.
On 22 January 2007, my letter approved a workplan for a 24-week AS pilot study.
The Report Table 1 shows that the AS pilot study commenced on 10 April 2007, and
will reach its conclusion on 24 September 2007. Therefore, the Corrective Action Plan
(CAP), which is now due 31 December 2007, shall include a detailed assessment of
the effectiveness of the AS pilot study. Also, provide an interpretation of the individual
and group well constituent concentrations versus time graphs, which were also included
in the Report Appendix G but not discussed in the text. The CAP should evaluate at
least two alternative remedial options to SVE/AS, and give recommendations for
expansion of the SVE/AS system or provide a recommendation for remedial
alternatives to SVE/AS.
If you have any questions, please contact me at (916) 464-4615 or by email at
jbarton@waterboards.ca.gov.
James L.L.
