I. 2 BACKGROUND <br />Mr. Lester Schmiedt has owned the subject property since the early 1940's and developed it in <br />1946. Mr. Schmiedt operated a soil amendments (fertilizer) service on the site until the 1970's, <br />when the business was sold to Mr. Alan Schmiedt. In 1982, the business (not the property) was <br />sold to Mr. Dave Mathews and Mr. William Clark and Tri-Ag began operations on the site. Tri- <br />Ag provided chemical and fertilizer application services up to 2001. Tri-Ag has since been <br />closed. The site occupies approximately 11/2 acres, although the entire Schmiedt property <br />occupies 5 acres. <br />Documents referencing the property were included by Ms. Malma Nicholson to Ms. Devra Lewis <br />of the State of California Regional Water Quality Control Board (RWQCB). The documents <br />were as follows: <br />March 1988 Preliminary Assessment (PA) submitted by the Department of Toxic Substances <br />Control, <br />19 July 1988 Review of the Preliminary Assessment of Schmiedt Soil Service, Incorporated <br />(PA Review) submitted by ICF Technology Inc. <br />23 September 1993 Site Inspection (Site Inspection Report) submitted by Bechtel <br />Environmental, Inc., <br />Final Environmental Impact Report (ElR) submitted by WPM Planning Team, Inc. <br />Information gathered from the reports was included in a letter (dated April 26, 2002) from the <br />RWQCB requesting a Revised Workplan be prepared for the investigation of soil and <br />groundwater at the site to Mr. Lester Schmiedt and Mr. Alan Schmiedt of Schmiedt Soil Service, <br />Inc. and Mr. W. J. Clark and Mr. David Mathews of Tri-Ag Services, Inc. The above reports <br />states in part that the site was owned by Mr. Lester Schmiedt since the early 1940's. In the late <br />1940's, the business was sold to Mr. Alan Schmiedt, and in 1982 sold to Mr. W. J. Clark and Mr. <br />David Mathews of Tri-Ag Services, Inc. Due to the recommendations included in each of the <br />reports to conduct site inspections and soil contamination investigations, the RWQCB requested <br />that a soil and groundwater investigation be conducted at this time for possible pollution. A <br />Revised Workplan was prepared based upon the information relayed in the letter from the <br />RWQCB dated April 26, 2002. <br />A workplan was prepared for a limited soil and groundwater investigation by Kleinfelder titled <br />"Limited Soil and Groundwater Investigation", and dated July 29, 2002. The workplan was <br />conditionally approved by the RWQCB. The workplan addressed the following points: <br />Review of available records of pesticide types, application practices, storage areas, and <br />disposal procedures (part of Phase I Environmental Site Assessment); <br />Review of records of unauthorized pesticide releases or spills (part of Phase I Environmental <br />Site Assessment); <br />Examination of at least four generations of historical aerial photographs (part of Phase I <br />Environmental Site Assessment); <br />27125.E0I / STO4R181 <br /> <br />Page 4 of 23 <br />© 2004 Kleinfelder, Inc.
