recommend remedial measures for improvement of wetland mitigation and protection; and
recommend improvements to mitigation, maintenance, or monitoring methods.
The monitoring report shall be completed by the end of August each year and shall
be provided to the San Joaquin County Department of Public Works and the Sacramento
District of the COE. If any of the mitigation measures fall short of the minimum
performance standards, then the monitoring program shall be extended (at the discretion
of the COE) accordingly to monitor remedial mitigation measures that are implemented.
IMPLEMENTATION SCHEDULE
The mitigation plan will be implemented after all required permits are issued (404
permit to fill wetlands from the COE and 1601 Streambed Alteration Agreement from the
DFG). Protection and monitoring of biological resources will begin prior to construction,
and will continue for 5 years after the construction period. Maintenance of project facilities
to protect wetlands will continue throughout the life of the project.
Methods and objectives described in this monitoring plan are outlined in an
implementation schedule (Table 11). The purpose of the schedule is to provide a suggested
time frame for plan implementation. The implementation schedule is divided into
preconstruction, construction,special-status species, and maintenance and monitoring tasks.
COST ESTIMATE FOR IMPLEMENTATION J
OF THE MITIGATION PLAN
Estimates of the costs involved to implement the mitigation plan described above are
provided below. These estimates are intended to be general guides for County staff and are
not intended to be detailed quotes. Many variables influencing actual costs for
implementation of wetlands mitigation plans cannot always be foreseen. The following cost
estimate is broken down into categories that generally follow the outline of this mitigation
plan, such as preconstruction activities, site grading, wetlands creation (i.e., vernal pool,
Swale, marsh, and riparian creation), upland revegetation (i.e., grassland, tree, and shrub
planting),special-status species surveys and mitigation,and monitoring(i.e.,construction and
postconstruetion), and is provided below.
The cost estimates for each task are summarized in Table 12 and generally follow
the format of Tables 10 and 11. The total cost estimate for implementation of this
mitigation plan is approximately $387,07S. No allowance has been made for inflation
increases in this estimate.
57
r
