A wetland restoration plan, including a description of <br />existing conditions, a grading plan, a planting plan, a <br />maintenance plan, and a monitoring plan shall be prepared <br />and submitted to the Planning Division for approval prior <br />• final landfill design. The plans shall result in no <br />net loss of wetland values or acreage and shall be accep- <br />table to the State Department of Fish and Game. <br />b. A survey of the vernal pools shall be conducted by <br />qualified personnel in the spring (April or June) to <br />determine if special -status plant species are present. <br />Results shall be submitted to the Planning Division for <br />review. If special -status plants are identified, a miti- <br />gation plan acceptable to the State Department of Fish and <br />0 Game shall be prepared. <br />c. A replacement willow grove shall be planted along the <br />rerouted course of South Paddy Creek. Planting details <br />shall be included in the wetland restoration plan. <br />d. Perimeter drainage ditches with wide, shallow profiles and <br />a gentle gradient shall be constructed and planted with <br />grasses. Such ditches shall be indicated on the improve- <br />ment plans. <br />e. Silt fences shall be installed at all points where <br />stormwater drainage leaves the project site. Silt fence <br />locations and construction details shall be shown on the <br />improvement plans. <br />f. Temporary storm drainage sumps shall be constructed within <br />active <br />• modules to control •, Construction <br />details shall be • on the improvement plans. <br />g.
