In addition,the County <br /> will amend the JTD(CIWMB index)as needed to reflect these changes. <br /> ■ San Joaquin County Department of Public Works—The County is the <br /> lead agency for the project and responsible for certification of the <br /> environmental document,approval of the project design, and <br /> implementation. <br /> ■ San Joaquin Valley Unified Air Pollution Control District—The <br /> SJVUAPCD enforces air quality standards at the NCRC&SL. The <br /> NCRC&SL is currently covered by a permit to operate that expires on <br /> November 30,2006. Additional detail is <br /> provided in these documents,which are referenced throughout this environmental <br /> document. <br /> These documents are available for review,upon request,during normal business <br /> hours at the San Joaquin County Department of Public Works office located at <br /> 1810 East Hazelton Avenue in Stockton,California. <br /> North County Landfill Environmental Impact Report <br /> (1990) <br /> An EIR was prepared by SJCDPW in 1990 to support construction and operation <br /> of the NCRC&SL; it is used as a source for the information in this initial study. <br /> Preliminary Closure/Postclosure Maintenance Plan <br /> (1990 and 2005) <br /> Under the requirements of the CCR Title 27,all operators of Class III municipal <br /> solid waste landfill facilities are required to submit a Closure Plan/Postclosure <br /> Maintenance Plan(Closure Plan)(CCR Title 27 Section 21790 et seg.). A Closure <br /> Plan for the NCRC&SL was first prepared in 1990 as part of the initial <br /> environmental documentation. <br /> The Closure Plan was updated by the 2005 JTD(Subsections 8.1 through 8.3)to <br /> reflect revised closure contours under the present height restriction.
