San Joaquin County Project Description <br /> Report of Waste Discharge with Joint Technical <br /> Document — RWQCB Index (2002) <br /> The Report of Waste Discharge(ROWD),which included the Central Valley <br /> Water Board Index for Joint Technical Documents,was prepared in September <br /> 2002 concurrent with the demonstration and design of Module 4 containment <br /> systems. This document addressed the items identified in CCR Title 27, Section <br /> 21585,Division 2 (Shaw 2002). The JTD presents information describing the <br /> design,construction,and operation of environmental monitoring systems. If the <br /> requested new permit conditions are approved,this document will be revised to <br /> reflect the new permit conditions. <br /> Joint Technical Document — CIWMB Index (2005) <br /> A JTD(CIWMB Index)was prepared in November 2004 and revised in March <br /> 2005 to satisfy the requirements of CCR Title 27,Section 21590,Division 2 <br /> (Kleinfelder 2004). The JTD presents information describing the design, <br /> construction,operation,closure,and postclosure maintenance under current <br /> landfill facility operations. The proposed increase in maximum fill elevation,as <br /> described above,was identified as an upcoming permit revision item. If the <br /> requested new permit conditions are approved,the JTD will need to be revised to <br /> support the requested changes to the SWFP. <br /> The County will amend the JTD(CIWMB Index)and Report of Disposal Site <br /> Information(RDSI)with the LEA to reflect site design or operation changes. <br /> Such amendments become the basis for changes to the SWFP. <br /> Project Alternatives <br /> If the permit limits for daily tonnage and incoming refuse vehicle trip counts are <br /> not increased,the County will be forced to turn customers away from the landfill <br /> rather than violate the SWFP. Such violations could subject the County to fines <br /> or other penalties. <br /> Several options are available to continue providing solid waste disposal services <br /> to the citizens of San Joaquin County if the permitted height of the landfill is not <br /> increased. These are summarized below(complete evaluation of all feasible <br /> project alternatives, as defined by the California Environmental Quality Act <br /> (CEQA),will be evaluated in the EIR). <br /> Divert Waste to the Foothill Landfill <br /> The County Solid Waste Management Plan identifies the Foothill Sanitary <br /> Landfill(FSL),located on Waverly Road in eastern San Joaquin County,as the <br /> alternate disposal site once the capacity of the NCRC&SL is exhausted.
