AGRICULTURAL RESOURCES. In <br /> determining whether impacts on agricultural <br /> resources are significant environmental effects, <br /> lead agencies may refer to the California <br /> Agricultural Land Evaluation and Site Assessment <br /> Model (1997)prepared by the California <br /> Department of Conservation. Would the project: <br /> a. Convert Prime Farmland, Unique Farmland,or ❑ ❑ ❑ ■ <br /> Farmland of Statewide Importance(Farmland),as <br /> shown on the maps prepared pursuant to the <br /> Farmland Mapping and Monitoring Program of the <br /> California Resources Agency,to non-agricultural <br /> use? <br /> b. Conflict with existing zoning for agricultural use or ❑ ❑ ❑ ■ <br /> conflict with a Williamson Act contract? <br /> C. Involve other changes in the existing environment ❑ ❑ ❑ ■ <br /> that,due to their location or nature,could result in <br /> conversion of Farmland to non-agricultural use? <br /> Setting <br /> The NCRC&SL is located in northeastern San Joaquin County in an area <br /> designated in the General Plan as General Agriculture(A/G). The landfill <br /> property is zoned General Agriculture with a 40-acre minimum parcel size(AG- <br /> 40). Properties adjacent to the landfill are primarily agricultural lands, including <br /> non-irrigated grazing lands and irrigated field crops(e.g.,vineyards), with <br /> several rural residences within a I-to 2-mile radius of the landfill. <br /> A review of the Important Farmland Maps(California Department of <br /> Conservation 2005)indicates that the landfill site is identified as Urban and <br /> Built-up Land and is not mapped as prime,unique,or important farmland. The <br /> Guide to the Farmland Mapping and Monitoring Program(California <br /> Department of Conservation 2004)identifies Urban and Built-up Land as areas <br /> occupied by structures with a building density of at least I unit to 1.5 acres, or <br /> approximately six structures to a 10-acre parcel. Land uses applicable to this <br /> classification include industrial and commercial land uses, sanitary landfills,and <br /> sewage treatment facilities. <br /> Notice of Preparation for the June 2006 <br /> North County Recycling Center and Sanitary Landfill 2-12 <br /> Permit Revision AS 06307.06 <br />
