One brown plastic drip pan containing oil was <br /> observed in the south east quadrant of the facility yard on the asphalt next to a truck with the license plate number <br /> 4DBY555. One black plastic drip pan containing oil was observed against the south wall of the facility on the <br /> ground positioned halfway on asphalt and half way on the dirt area lining the south perimeter wall. <br /> Spilled oil was observed next to two quart sized containers of motor oil in the storage shipping container in the <br /> south west area of the facility yard. <br /> Several oil spills and stains were observed around the facility yard around and under vehicles. Many oil spills were <br /> observed covered in sandy absorbent.According to David Marin,wrecker operator, the sandy absorbent is <br /> periodically swept up with a mechanical sweeper.The contents of the sweeper are then discarded into the regular <br /> waste dumpster. <br /> REGULATION GUIDANCE:A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br /> waste constituents to air, soil, or surface water which could threaten human health or the environment. <br /> CORRECTIVE ACTION: Immediately containerize and properly label the hazardous waste streams identified <br /> above and clean up oil stains. If the oily absorbent is determined to be hazardous waste containerize and properly <br /> manage this waste. Manage the waste according to Title 22 California Code of Regulations for hazardous waste. <br /> Submit a statement and supporting documentation to the San Joaquin County Environmental Health Department <br /> describing the storage and final disposition of the cleaned up waste. <br /> This is a Class II violation. <br /> 403 CCR 66262.34(d)(2) Failed to keep hazardous waste containers closed except when adding or removing <br /> hazardous waste. <br /> OBSERVATION: The following open hazardous waste storage containers were observed on-site: <br /> -Two drip pans containing used oil were observed uncovered. One uncovered brown plastic drip pan containing oil <br /> was observed in the south east quadrant of the facility yard on the asphalt next to a truck with the license plate <br /> number 4DBY555. One uncovered black plastic drip pan containing oil was observed against the south wall of the <br /> facility on the ground positioned halfway on asphalt and half way on the dirt area lining the south perimeter wall. <br /> REGULATION GUIDANCE:A container holding hazardous waste shall always be closed during transfer and <br /> storage, except when it is necessary to add or remove waste. <br /> CORRECTIVE ACTION: Immediately close these containers and ensure all hazardous waste containers are <br /> closed when not adding or removing waste.
