d � <br /> Pursuant to Division 30 of the Public Resources Code(PRC) Section 43220 Board staff <br /> conducted an 18-month inspection at the landfill with the LEA. <br /> Results of the inspection: <br /> The design and operation of the North County Landfill were in compliance with the <br /> applicable State Minimum Standards for a non-hazardous solid waste disposal facility. <br /> The design and operations of the landfill were also consistent with the terms and <br /> conditions of the governing Solid Waste Facility Permit(SWFP). <br /> Board staff and the LEA started the inspection early in the morning, arriving at the work <br /> face at about 6:45 a.m. Disposal operation was being conducted in Module IV area of the <br /> landfill. We observed that the operator had used geo-synthetic tarps as the Alternative <br /> Daily Cover(ADC) over the refuse at the end of the previous day's operation. The <br /> application of the ADC cover was good and the compaction of the refuse, after the tarps <br /> were removed,was also good. The work deck was clean. <br /> We monitored the preparation for the daily landfill operation. The water truck started <br /> spraying the access roads and work deck areas from the start of the operation for effective <br /> dust control. The effort continued throughout the period of the inspection. Site personnel <br /> removed the tarps,placed cones to direct the truck traffic, and prepared the equipment for <br /> the operation. Disposal operations started a bit after 7:00 a.m. The size of the disposal <br /> work face was small and manageable. The site litter control program appears to be <br /> effective. All areas around the landfill and access roads were free of litter. All fill slopes <br /> and decks were in good condition. The site operations supervisor stated that further work <br /> on the decks and slopes is planned, as they get ready for operation during the upcoming <br /> winter season. <br /> Board staff and the LEA reviewed the disposal site and municipal solid waste landfill unit <br /> records, some at the site and others at the offices of the County Department of Public <br /> Works in the City of Stockton. All of the required records were in place, as approved by <br /> the LEA. Board staff and the LEA took methane gas level readings (using the LEA's <br /> LandTec GEM-2000) on multi-depth Probes SG-1 and SG-2. The results we obtained <br /> were all within the regulatory limits (highest readings of 0.2%). We also reviewed the <br /> results of the operator's quarterly(1St and 2"d 2008)property boundary monitoring <br /> program, and the results indicated that methane levels were non-detect(0.00%). <br /> Other Notes of Inspection: <br /> There are three distinct operations at the site; a landfill, a materials recovery facility <br /> (MRF), and a chipping and grinding operation. The operations are all under one SWFP <br /> and one Joint Technical Document(JTD), which were prepared for the operation of the <br /> landfill. <br /> Multiple activities under one SWFP may be permissible for the site. However, the State <br /> Minimum Standards (and RFI information) applicable to each of the three operations at <br />
