"I he items <br /> coN Bred in the inspections are performed in accordance with AN standards and good <br /> en'Inccring practices. This written monthly report(checklist)is prepared,signed by the <br /> inspector,and the original copies are maintained on file for three years. <br /> Personnel Training and Spill Prevention Procedures-40 CFR Part 112.7(f) <br /> Training-112.7(n(1) <br /> Owens-Brockway provides spill response and prevention training to its oil-handling <br /> employees at least once a year. In addition,since the facility operates 24-hours a day and <br /> seven days a week,a foreman from each shift must be trained in spill response and <br /> Prevention training. Spill training at the facility involves reviewing proper use of oil sorbent, <br /> and spill response materials,proper notification of facility personnel,regulators,and spill <br /> response contractors,and appropriate measures to maintain the health and safety of workers. , <br /> Documentation of these events are recorded on the employee training record sheet(Appendix <br /> E),and kept on file in the Environmental Engineer's office with this SPCC Plan. Material <br /> safety data sheets(MSDS)for oil and other substances stored or used at the facility are <br /> maintained at the facility and are readily available. <br /> Spill Coordinator-112.7 09(2) <br /> 9- <br /> Steven Howie, Environmental Specialist,is responsible for Owens-Brockway's(Plant#22) <br /> spill management and tank compliance programs. <br /> Spill Prevention Briefings-112.7(1)(3) <br /> Spill prevention briefings are held at least once a year by management for personnel involved O <br /> with oil handling at the facility. These briefings cover known spill events,malfunctioning <br /> equipment(if any),updates in the SPCC Plan,recently developed precautionary measures, _ <br /> and all other topics related to spill prevention. Training includes oil spill prevention, <br /> containment,and retrieval methods. Additional exercises may include a simulation of an on- '+ <br /> site vehicular spill to prepare facility personnel for possible spill responses. A record of <br /> these briefings will be made and kept on file with the SPCC plan.
