The Truck Side diesel UST system does not meet the requirements for annual line tightness testing <br />exemption. South diesel STP sump failed to provide positive shutdown to the turbine when its sensor <br />was tested in liquid. The turbine was still running. When examining the output relay setup of the <br />monitoring system, it was found that L1: Diesel 1 STP sump S sensor was not included in the list of <br />sensors to provide positive shutdown. Annual line tightness testing is required unless the UST system is <br />equipped with the following: <br />1. A continuous monitoring system that either activates an audible and visual alarm or stops the flow <br />of product at the dispenser when it detects a leak <br />2. A monitoring system that shuts down the pump or stops the flow of product at the dispenser when <br />it detects a leak <br />3. A monitoring system for piping other than that in UDC sumps (tank top sumps, transition vents, <br />etc.) is failsafe and shuts down pump when a leak is detected <br />4. A line leak detector that detects a 3 gallon per hour release from the primary containment. <br />- Corrected on-site. Technician programmed the output relay setup to include providing positive <br />shutdown for L1 sensor. <br />9999. HSC 25404(e)(4). CERS 10063345 submittals are incomplete. Several elements were "Accepted" <br />under condition that deficiencies were corrected according to the Reviewer's comments. Other elements <br />were "Not Accepted" and must be corrected according to the Reviewer's comments. The latest <br />Reviewer's comments were submitted to the lead user on 06/18/14 but elements have not yet been <br />revised as of 07/09/14. Information must include, but not limited to, haz material inventory (55 gallons for <br />liquid, 500 lbs for solid or 200 cubic feet for compressed gases (included carbon dioxide ie. soda <br />machines, retail propane tanks), EPA ID, UST Elements, Emergency Response/ Contingency Plan. <br />ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE. <br />THIS FACILITY IS SUBJECT TO REINSPECTION AT ANY TIME AT EHD'S CURRENT HOURLY RATE. <br />EHD Inspector: <br />Receive^,j <br />1, <br />Thuy Tran (209) 468-8257 <br />l <br />EHD 23-02-003 Rev 04/19/12 CONTINUATION FORM <br />
