The Truck Side diesel UST system does not meet the requirements for annual line tightness testing exemption. South diesel STP sump failed to provide positive shutdown to the turbine when its sensor was tested in liquid. The turbine was still running. When examining the output relay setup of the monitoring system, it was found that L1: Diesel 1 STP sump S sensor was not included in the list of sensors to provide positive shutdown. Annual line tightness testing is required unless the UST system is equipped with the following: 1. A continuous monitoring system that either activates an audible and visual alarm or stops the flow of product at the dispenser when it detects a leak 2. A monitoring system that shuts down the pump or stops the flow of product at the dispenser when it detects a leak 3. A monitoring system for piping other than that in UDC sumps (tank top sumps, transition vents, etc.) is failsafe and shuts down pump when a leak is detected 4. A line leak detector that detects a 3 gallon per hour release from the primary containment. - Corrected on-site. Technician programmed the output relay setup to include providing positive shutdown for L1 sensor. 9999. HSC 25404(e)(4). CERS 10063345 submittals are incomplete. Several elements were "Accepted" under condition that deficiencies were corrected according to the Reviewer's comments. Other elements were "Not Accepted" and must be corrected according to the Reviewer's comments. The latest Reviewer's comments were submitted to the lead user on 06/18/14 but elements have not yet been revised as of 07/09/14. Information must include, but not limited to, haz material inventory (55 gallons for liquid, 500 lbs for solid or 200 cubic feet for compressed gases (included carbon dioxide ie. soda machines, retail propane tanks), EPA ID, UST Elements, Emergency Response/ Contingency Plan. ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE.
