SAN JOAQUIN COUNTY
ENVIRONMENTAL HEALTH DEPARTMENT
1868 East Hazelton Avenue, Stockton, California 95205-6232
Telephone: (209) 468-3420 Fax: (209) 468-3433 Web: www.sigov.org/ehd
CONTINUATION FORM
OFFICIAL INSPECTION REPORT
Page: 6 of 7
Date: 09/11/13
Facility Address: Fast Lane Central Valley LLC 116 East Roth Road, Lathrop
Program: UST
SUMMARY OF VIOLATIONS
CLASS I, CLASS II, or MINOR -Notice to Comply)
402. During the compliance inspection in September 2013, it was observed that the primary
containment not liquid tight.
- Approximately one cup of liquid was observed in the Auto Side vent box but insufficient amount to
trigger an alarm.
- Approximately one-fourth cup of liquid was observed in the Truck Side vent box but insufficient amount
to trigger an alarm.
- Approximately one cup of diesel was observed in each of the Truck Side North and South Diesel STP
sump.
- No measurable diesel liquid was observed in the Truck Side Diesel Dispensers but all the dispenser
pans had residuals of diesel. In dispensers 15A/1613, 14A/1513 and 13/1413, the impact valves were
observed wet with small amounts of diesel liquid.
- On a weekly basis, a wide range amount of diesel is pumped out of Truck Side Diesel Dispensers. The
documentation notes that the amount ranges from 0.85L to 51 L on the UST Recordable Release/ Spill
Log made by the employee DY.
All primary containment must be impervious to the liquid and vapor of the substance contained.
Immediately discontinue use of failed piping and have a properly licensed, trained and certified
contractor replaced or repair the failed piping under permit and inspection of EHD. If the failed
components can't be replaced/ repaired immediately, there is a possibility that the Truck Side diesel
UST system may be red tagged to prevent fuel inputs.
402. During the inspection in June 2012, it was observed that primary containment was not liquid tight.
- Approximately half an inch of liquid was observed in the Auto Side vent box but insufficient amount to
trigger an alarm. Liquid was removed by the technician.
- Approximately 3/4 cup of diesel was observed in the Auto Side Diesel STP sump. Per technician, when
he removed the diesel liquid detection sensor from the diesel STP sump to test for functionality, diesel
was dripping off the liquid sensor but was insufficient amount to trigger an alarm. Diesel was removed
with a clean white hydrocarbon absorbent pad which became saturated dark and oily with diesel.
-Approximately 3/4 gallon of diesel was observed in the Truck Side North Diesel STP sump. Liquid
detection sensor was located opposite side of the spillage of the concave sump top. Diesel was placed
back into the tank.
-Approximately <1/2 gallon of diesel was observed in the Truck Side South Diesel STP sump. Liquid
detection sensor was located opposite side of the spillage of the concave sump top. Diesel was placed
back into the tank.
- Approximately <1/8 inch of diesel was observed in all Truck Side Diesel dispensers. Amount
insufficient to trigger an alarm.
ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE.
THIS FACILITY IS SUBJECT TO REINSPECTION AT ANY TIME AT EHD'S CURRENT HOURLY RATE.
EHD Inspector:
Received By:
Title:
Thuy Tran (209) 468-8257
EHD 23-02-003 Rev 04/19/12 CONTINUATION FORM
