Secondary containment shall be constructed, operated, and maintained to <br /> prevent any water intrusion into the system by precipitation, infiltration, or surface runoff. <br /> --> Liquid was found in all UDC sumps and piping sumps during the October 30, <br /> 2008, UST inspection. <br /> 4 Liquid was found in diesel piping sump, 87-octane piping sump, and UDC sump <br /> 1/2 during the October 30, 2008, UST inspection. <br /> -) Liquid was found in the diesel south piping sump, and all diesel UDC sumps <br /> during the October 19, 2009, UST inspection. <br /> 4 Approximately 2 gallons of liquid was found in the vent transition sump during <br /> the December 28, 2009, UST inspection. <br /> 4 Liquid was found in all diesel UDC sumps during the October 27, 2010, UST <br /> inspection. <br /> 4 Approximately one inch of liquid was found in the vent transition sump during <br /> the November 22, 2010, UST inspection. <br /> HSC 25290.1(d) Monitoring system not maintained to detect water intrusion into <br /> the secondary containment, or the entry of liquid or vapor from the primary <br /> containment into the secondary containment. The underground tank system shall be <br /> designed and constructed with a continuous monitoring system capable of detecting the <br /> entry of the liquid- or vapor-phase of the hazardous substance stored in the primary <br /> containment into the secondary containment and capable of detecting water intrusion <br /> into the secondary containment. <br /> 4 During the October 30, 2008, UST inspection, 25-gallons of fuel was found in <br /> UDC sump 16A/176 and 5-gallons of fuel in UDC sump 14A/15B. The sensors in <br /> those sumps failed to detect the fuel. Fuel in UDC sump 16A/17B was not <br /> removed and both sensors were not repaired until December 22, 2008. <br /> -> During the February 17, 2010, service request permit inspection, the diesel <br /> south fill sump sensor was found to have been in alarm since January 21, 2010, <br /> and nothing had been done to address it. <br /> HSC 25290.1(e) Interstitial liquid measurement method, constant vacuum, or <br /> constant pressure in the interstitial space of the UST system not maintained. The <br /> underground tank system shall be designed and constructed with a continuous <br /> monitoring system capable of detecting the entry of the liquid- or vapor-phase of the <br /> hazardous substance stored in the primary containment into the secondary containment <br /> and capable of detecting water intrusion into the secondary containment. <br /> 4 The 87-octane piping sump interstitial space sensor failed when tested on <br /> December 28, 2009. <br /> --) The 91-octane piping sump interstitial space sensor would not come out of <br /> alarm after testing on December 28, 2009. <br /> HSC 25291(b) UST monitoring equipment is operational. The underground tank <br /> system shall be designed and constructed with a monitoring system capable of detecting <br /> the entry of the hazardous substance stored in the primary containment into the <br /> secondary containment. <br /> 16 <br />
