HAZARDOUS MATERIALS ABATEMENT <br />PCB BALLASTS & FLUORESCENT LAMPS <br />Section 02075 <br />15-1207 <br />1. Obtain a 55 gallon storage drum and 6 mil minimum plastic drum liner bags. <br />2. Place drum in an area that is or can be diked, covered and kept secure. <br />3. Line the drum with the 6 mil polyethylene bag. <br />4. Use vermiculite or sawdust (as a filter material) when the ballasts are placed in the drum. <br />The drum should be 2/3 filler materials. <br />5. Place ballast in a small plastic bag when it is removed from the light fixture. If ballast is <br />leaking, place it in a small plastic bag, double bag it and completely seal the outer bag <br />before placing the bag in the drum. Small garbage bags are adequate for containing <br />leaking ballasts. <br />6. Set up a log for the ballasts, which are placed in the drum. On the log the following <br />information should be given: <br />a. Where the ballast came from. <br />b. Number of ballasts. <br />C. Who is disposing of the ballasts. <br />d. The date the ballasts were placed in the drum. <br />7. Follow current local, State and Federal hazardous waste storage and disposal <br />regulations. <br />5.13 FLUORESCENT LIGHT DISPOSAL: <br />Although Fluorescent tubes are exempt from Federal Law, California State Law Title 22, considers 25 or <br />more fluorescent tubes to be disposed of as hazardous waste (note manifest documentation is not <br />required for tube disposal at this time). <br />A. Correct Packinq for Shipment: <br />1. Boxes: If possible, the best cartons for spent fluorescent lamps are the same cartons in <br />which new lamps were shipped. The paper separators do not need to be used. The <br />disposal contractor can provide boxes at an additional cost. Do not tape the lamps <br />together in bundles. <br />2. 4 -Foot Lamps: Approximately 35 4 -foot lamps will fit into a 4 -foot box. When the box is <br />full, fold -close or tape the end flaps to prevent them from sliding out. Most four -foot lamp <br />boxes have hand holes punched into the side. When the box is opened from the correct <br />end, these handles are useful for subsequent handling. Stack with hand holes facing up, <br />if possible. <br />3. Storage Prior to Shipment: Please store lamps indoors, or under cover. Cartons should <br />be protected from rain. Wet cartons do not protect the lamps, tend to split open, become <br />difficult to handle and will result in off -spec fees due to extra handling charges. <br />4. Stacking: Lamps boxes may be stacked with all cases facing the same direction if walls <br />or some other side supports are available. Otherwise, boxes should be cross -stacked for <br />maximum stability. <br />5. Lamp Count: It is not often practical for the customer or transporter to get an exact lamp <br />count prior to scheduling a pick-up. At the time shipping arrangements are made the <br />customer should send, by FAX or phone, a count of boxes and lamps. A bill -of -lading will <br />be provided by the disposal contractor and a verification count will be made by the driver <br />when the lamps are picked up. If there is a significant difference in the count, the <br />disposal contractor will contact the customer to resolve any discrepancy. <br />2 <br />
