I went to front desk to receive the MURO <br />information from Genesis Martinez. Complaint information is: Approximately five <br />gallons of diesel fuel spilled. OES: 20-1456. <br />2:52 PM I called complainant, Jeff Hankins, BNSF Hazmat Manager, <br />505-218-3582. Jeff Hankins confirmed the 5 gallon diesel spill. He indicated it was <br />contained. I asked him how contained, he did not have that information. I asked <br />him when it happened. He did not have that information. He said the spill was due <br />to a maintenance issue with the locomotive. BNSF is the responsible party. No <br />water ways or drains were impacted. Contractor American Integrated Services <br />(AIS) was en route from Fairfield, CA with ETA to be "any minute now." BNSF <br />Mechanical Foreman is on site, his name and contact number is: Michael Larson <br />(209) 401-9142. <br />It was determined EHD will respond to spill incident because it is not know if the <br />leak has stopped. <br />3:04 PM Arrived at BNSF with Elena Manzo, Lead Senior REHS. Called Michael <br />Larson. Michael was away in Fresno, but directed my to the train master, Kevin. <br />Discussed spill location with Kevin. The spill is on the Eastern side of the yard and <br />can be accessed by driving East on Martin Luther King Blvd then turning left on <br />Diamond St. Kevin was unable to accompany us, as he was unable to leave his <br />post. However, he showed us the locomotive and spill location on their camera. <br />We asked Kevin if he knew if the leak was stopped. He was not exactly certain, <br />but knew that when these incidents happen, the protocol is to shut off the fuel line. <br />Called Michael Larson, left message to ask if the leak had been stopped. <br />3:26 PM Called AIS, (707) 437-2200, to find the Hazmat contact on route to BNSF <br />spill location. I was given Hazmat Environmental Manager name and phone <br />number: Carlos Sanchez, (707) 210-5529. <br />3:29 PM Called Carlos Sanchez and was given a five minute ETA. <br />Arrived at the Diamond St. spill area. Observed a red, green, and white Ferromex <br />Locomotive #4644 with absorbent pads underneath the locomotive on the North, <br />South, and East sides. <br />Called Jeffrey Hankins for corporate mailing address and email address. <br />BNSF <br />2650 Lou Menk Drive <br />Fort Worth, TX 76131 <br />email: jeffrey.hankins2@bnsf.com <br />Carlos Sanchez (AIS) arrived. He was on the phone and walking around the <br />locomotive. <br />I generated a Notice to Abate for BNSF to stop spill and disposal records. Emailed <br />to Jeff Hankins at: <br />jeffrey.hankins2@bnsf.com <br />Received call from Michael Larson and was told the diesel was released from a <br />fuel line rupture. He did not know if they stopped the leak at the time BNSF applied <br />the absorbent pads under the locomotive. <br />4:22 PM Left site. <br />4:28 PM Arrived at EHD. <br />03/12/2020 Discussed spill information with Lydia Baker, REHS who is on standby after hours.
