Complaint Investigation Summary Report #: 5105 <br />COMPLAINT ID: COHJIWYFO Site Location: 7679 LONGE ST, STOCKTON, CA 95206 <br />Activity Summary <br />Activity Date Recorded by <br />08/25/2021 Discussed spill with lead senior, Elena Manzo, more information is required PRESTO <br />regarding the spill. Called back the number that called EHD and all the phone <br />numbers listed in CERS but could not reach a live person. Decided to drive to <br />facility to see the spill. <br />08/26/2021 Called and spoke with Aaron Spehling (707-601-6562) to get more information on PRESTO <br />the spill. He stated that he believes the spill occurred as a result from a broken <br />float gauge from the water tank but is not certain. Approximately 250-gallons of <br />water was released and approximately 250-gallons of water were placed back into <br />the waste pit. The sludge and absorbent surrounding the tank will be placed in <br />their waste pit as well. The waste pit has a shake screen that separates the solids <br />from the liquids so the liquid can be treated before returning to the city. The solids <br />are collected and pressed to release any remaining liquids for treatment. The <br />remaining solids in the screen get taken by a company. He is certain the storm <br />drain valve was closed as he closed it last week to prevent any issues that may <br />arise during training. He is not at the facility but will let me know after he checks in <br />on if the clean-up was completed yesterday. I also asked if he could check if a pH <br />was taken of the water inside of the boiler room. He will let me know. <br />08/26/2021 Downloaded photos to shared drive and created a photo log. PRESTO <br />08/26/2021 Researched the chemicals in the blue containers that had water on the bottom. PRESTO <br />Nalco NexGuard 22310 is not a hazardous substance. It is used in boiler water <br />internal treatment. The SDS stated the product is not hazardous under 29 CFR <br />1910.1200. The pH is 10.5. An SDS could not be found for Nalco 359 but the <br />chemical inventory in CERS lists it as a flammable liquid, toxic and corrosive. <br />08/26/2021 Created complaint and inspection report for spill. Revised inspection report. PRESTO <br />08/26/2021 Received a phone call back from Aaron. He stated that the clean-up has been PRESTO <br />completed and the water in the boiler room was pH tested with a result of 6.3. <br />Aaron also texted a photo of the storm drain. The storm drain photo showed <br />visible standing water and the drain cover could not be seen. <br />Called Aaron back and left a voicemail requesting a photo showing that the drain <br />is closed and that this is the storm drain affected from yesterday. Also asked <br />about the standing water. <br />Received a photo from Aaron with the storm drain grate removed. A closed valve <br />can be seen but standing water is still seen in the basin. Requested for Aaron's <br />email address to submit the inspection report. <br />Emailed the inspection report to spehling-aaron@aramark.com <br />09/14/2021 Received an email from Spehling, Aaron <Spehling-Aaron@aramark.com> on <br />9/10/2021 with a letter response to the spill. The letter stated that the call to the <br />County was placed at approximately 8:00am. I reviewed my phone call log and I <br />spoke with Aaron at approximately 3:47pm. And we arrived at the facility around <br />4:20pm that day after calling. <br />Emailed Aaron back to please revise the letter to change the times listed. <br />PRESTO <br />51 05 rpt <br /> <br />Page 2 of 3
