FINDINGS FOR GENERAL PLAN MAP AMENDMENT , ZONE
RECLASSIFICATION , AND USE PERMIT
PA -2100226 , PA -2100227 , & PA -2100228
DBBC FREIGHT LINES INC . / RAILPORT LOGISTICS INC .
General Plan Map Amendment No . PA -2100226
1 . The internal consistency of the General Plan is maintained in adoption of the Map Amendment .
• This finding can be made because the location proposed for a General Plan Map
Amendment to the I/T (Truck Terminal ) designation is consistent with the goals and
locational criteria outlined in the General Plan . Pursuant to the 2035 General Plan , on -site
water, on -site sewer, and on -site storm drainage are allowed for I/T properties located
outside of a community . The applicant has proposed on -site services and will be required
to meet the requirements of the Environmental Health Department for well and septic
systems , and the Department of Public Works for on -site stormwater retention .
The subject parcel is located on the southwest corner of West Frewert Road and South
Manthey Road . The project site is located approximately 0 . 6 miles south of the Interstate
5/ Roth Road interchange , and outside the path of any currently planned urban development .
The project site is also not adjacent to any existing or planned residential , commercial , or
Resource Conservation areas . Additionally , South Manthey Road is classified as a Minor
Arterial Road . The underlying project proposes an access driveway from South Manthey
Road . The proposed driveway from Frewert Road is for emergency vehicle access only .
Since development within the I -T zone must be located on a County defined Minor Arterial
or higher classification , and South Manthey Road is classified as a Minor Arterial Road , then
the project is consistent with the roadway criteria for the Truck Terminal designation .
Zone Reclassification No . PA -2100227
1 . The proposed zone is consistent with the General Plan , any applicable Master Plans , and any ;
• The proposed zone is Truck Terminal ( I -T ) , which is an implementing zone of the I/T General
Plan land use designation . Therefore , if the proposal to amend the land use designation to
I/T is approved , the proposed zone change to I =T would be consistent with the General Plan .
There are no Master Plans or Specific Plans affecting the subject parcel .
2 . The proposed zoning amendment is necessary for public health , safety , and general welfare or will be
of benefit to the public .
• The proposed project will be a benefit to the public because if developed , the project will
help alleviate the need for truck parking in San Joaquin County . The proposed zone meets
all General Plan requirements , and the underlying truck terminal project will be subject to
all applicable San Joaquin County development standards .
3 . The proposed zoning amendment has been reviewed in compliance with the requirements of the
California Environmental Quality Act .
• An Initial Study was prepared in compliance with the requirements of the Environmental
Quality Act . The Initial Study did not identify any project impacts that could not be mitigated
to a less than significant level .
PA-2100226 , Zone Reclassification No . PA-2100227 , & Use Permit No . PA-2100228 — Findings 1
