4 The subject property is suitable for the uses permitted in the proposed zone in terms of access , size of
<br /> parcel , relationship to similar or related uses , and other relevant considerations , and that the proposed
<br /> change of zone is not detrimental to the use of adjacent properties .
<br /> • Pursuant to the 2035 General Plan , I /T properties located outside of a community may utilize
<br /> on -site services for water , sewer , and storm drainage . The applicant has proposed on -site
<br /> services and will be required to meet the requirements of the Environmental Health
<br /> Department for well and septic systems , and the Department of Public Works for on -site
<br /> stormwater retention . Additionally , there is a need for truck parking in San Joaquin County ,
<br /> and if approved , the underlying project will help alleviate that need . This site is near a
<br /> freeway , and there are several similar or related uses in the project vicinity . As a Condition
<br /> of Approval , the project will require a 6 � to 8 =foot-tall masonry wall to prevent impacts to
<br /> adjacent properties . The 34 -acre project site is large enough to accommodate the proposed)
<br /> project and required improvements .
<br /> Use Permit No . PA -2100228
<br /> 1 . The proposed use is consistent with the goals , policies , standards , and maps of the General Plan , any
<br /> applicable Master Plan , Specific Plan , and Special Purpose Plan , and any other applicable plan
<br /> adopted by the County .
<br /> • This finding can be made because the Truck Terminal - Parking Use Type may be
<br /> conditionally permitted in the I =T ( Truck Terminal ) zone with an approved Use Permit
<br /> application . The I =T zone implements the General Plan ' s IIT ( Truck Terminal ) designation . If
<br /> the proposed General Plan Map Amendment and Zone Reclassification are approved by the
<br /> Board of Supervisors , then the proposed truck terminal use will be consistent with the
<br /> General Plan and zoning designations . Therefore , the proposed use is consistent with the
<br /> goals , policies , standards , and maps of the General Plan .
<br /> There are no Master Plans , Specific Plans , Special Purpose Plans , or other applicable plans
<br /> adopted by San Joaquin County in the project vicinity . The City of Lathrop has adopted a
<br /> fee , the North Lathrop Transportation Fee ( NLTF ) , which must be paid by development
<br /> projects in the project area based on the number of new anticipated vehicle trips . Pursuant
<br /> to Government Code Section 66002 ( b ) , capital improvement plans must be adopted by , and
<br /> annually updated by , the local jurisdiction and adopted at a noticed public hearing . This fee
<br /> was only adopted by the City of Lathrop ' s City Council and was never adopted by the San
<br /> Joaquin County Board of Supervisors . Therefore , the NLTF is not applicable to development
<br /> projects within the boundaries of unincorporated San Joaquin County .
<br /> 2 . Adequate utilities , roadway improvements , sanitation , water supply , drainage , and other necessary
<br /> facilities have been provided , and the proposed improvements are properly related to existing and
<br /> proposed roadways .
<br /> • This finding can be made because adequate utilities , access roads , sanitation , drainage ,
<br /> and other necessary facilities have been provided or are proposed and the improvements
<br /> are properly related to existing and proposed streets and highways . The project site is
<br /> unmanned . Therefore , water and wastewater facilities are not required . The project
<br /> proposes a storm pond for stormwater drainage , the feasibility of which will be determined
<br /> by the Department of Public Works . The primary access to the site is from Manthey Road ,
<br /> which is a Frontage Road . The access proposed from Frewert Road is for emergency vehicle
<br /> access only . A Traffic Study performed for the project resulted in additional Conditions of
<br /> Approval for the project including $ 186 , 468 for the realignment of Harlan Road and Roth
<br /> Road corridor improvements . Additionally , the intersection of Manthey Road and Frewert
<br /> Road shall be reconstructed with Portland Cement Concrete .
