2.1 Zoning <br />The San Joaquin County District Viewer lists the Site as being zoned AU -20. This <br />zoning designation is intended to retain in agriculture those areas planned for <br />future urban development in order to facilitate compact, orderly urban development <br />and to assure the proper timing and economical provision of services and utilities. <br />This zone is also intended to implement the Agriculture - Urban Reserve land use <br />category of the General Plan. <br />2.2 Proposed Development <br />The project proposes to divide the existing 8.87 acre parcel into four distinct areas. <br />Parcel 1 to contain 2.16 acres, Parcel 2 to contain 2.16 acres, Parcel 3 to contain <br />2.54 acres, and Parcel 4 to contain 2.01 acres. The existing uses are expected to <br />be maintained with no other development planned at this time. <br />2.3 Topography <br />The most current U. S. Geological Survey 7.5 -minute topographic map (Manteca <br />quadrangle), dated 2018, was reviewed. The Site is shown as vacant, relatively <br />flat, and at an elevation of approximately 45 feet above mean sea level. This map <br />is included in the Appendix. <br />3.0 HISTORICAL RESEARCH <br />3.1 Aerial Photographs <br />Aerial photographs of the Site dating from 1937 to 2016 were reviewed as follows: <br />1937-1975 <br />The Site existed as irrigated land. According to the property owner, it <br />was irrigated pasture until planted to the current crop (almonds). <br />1982 <br />The residence is visible in its current location at the northwest corner of <br />Mitchell Rd. and E. Southland Rd. The balance of the parcel is irrigated <br />pasture. <br />1993 <br />The shop building is visible in addition to the residence.
