Section 17410.4) <br />In accordance with 14 CCR, Section 17410.4, the operator will continue to institutes <br />measures to control or prevent the propagation, harborage and attraction of flies, rodents or <br />other vectors and animals, and to minimize bird attraction. Daily removal of solid wastes and <br />keeping the storage of waste overnight to a minimum will minimize the presence of rodents <br />and insects. Recyclables, such as glass and aluminum cans, will be stored overnight are kept <br />on the tipping floor in covered bins to deter vectors, birds, and rodents. Once the bins are full <br />they will be transported off-site for appropriate recycling. <br />Forward has aA professional pest management control company is used to control vectors. as <br />needed on retainer for adv ice and ongoing seRiices . Pest managementcontrol includes the <br />use of bait stations, pesticides~ and exclusionary methods, as needed. Additionally. nuisance <br />birds will be controlled by reducing litter through the litter management program as discussed <br />in Section 3 .2.3. <br />The majority of waste handling activities are conductedEiooe in the partially enclosed RRF <br />building (open on one side ). The wood ernwgrind ing operations are conducted outside but are <br />not attractive to birds. Under normal operations, wastes are processed within 24 hours. <br />Additionally, nu isance birds wi ll be eon t rolled by reduc ing litter t hrough the l itter collec t ion <br />program . <br />3.2.8 Odor Control (14 CCR. Section 17406.2 (d» <br />In accordance with 14 CCR, Section 17406.2(d), odor control measures are instituted <br />practiced at the RRF. Fi rst and f oremost, allThe main odor control feature at the site is that <br />waste handling activities are conducted within the partially enclosedmaffi transfer station <br />building. All wastes within the transfer station building are expeditiou s ly removed and <br />delivered to the landfill within 48 hours of receipt. Odors within the building are controlled <br />through regular housekeeping methods. As discussed in Section 3.1.2.3. housekeeping <br />activities are conducted on a continual basis. It should be noted that the Odor Impact <br />Monitoring Plan (OIMP) for the Compost Facility is included as an appendix in the RCSI (SWT. <br />2014). <br />3.2.9 Traffic Control (14 CCR. Section 17418.3) <br />Pursuant to 14 CCR, Section 17418.3, traffic flow through the RRF shall be controlled to <br />prevent interference with and/or creation of a safety hazard on adjacent public streets or <br />roads, on-site safety hazards and /or i nterference with operations .
