3-15 <br />The remote, rural location of the site already minimizes any interference and safety problems <br />for traffic on the adjacent Austin Road. All vehicles at the landfill are soheduled in advance <br />and th e landfill is not open to the public. Stacking of vehicles from the RRF on Austin Road <br />has not been an issue in the pastand 'Nill continue to no t occ ur. Incoming and outgoing traffic <br />ma y not be allowed to park or idle along Austin Road . In addition ~ to all veh icles at the landfil l <br />being schedu led and direct ed by the offioe trai ler attendant, stop signs are posted at RRF exit. <br />The RRF and landfill (combined) is able to receive §..,.an average of 160 truc lm per day~ <br />included as part of the 620-trip maximum thresh Aold allowed for the entire Forward facility <br />(landfill and RRF)~ as discussed in the Final Environmental Impact Report (FEIR) dated <br />December 2002 from which Land Use Permit No. UP-00-7 was issued. <br />Vehicles True l ~s entering the RRF entrance stop at the RRF scale tra ilers and are directed to the <br />appropriate unloading areaWMU at the landfill o r the RRF . Vehicles are then directed back to <br />the scale and exit out of the station on Austin Road . TheTypical traffic flow into . on and out of <br />the station diagram is presented onm Figure~--6 . <br />3.3 Station Improvements <br />3.3.1 Roads (14 CCR. Section 17409.1) <br />The main entrance to the RRF is paved. Other roads used at the site are either gravel (if they <br />will be used often or in the near future) or dirt. On-site roads are constructed, as needed, <br />utilizing on -site so i ls, crushed asphalt or aggregate, or both. The roads are maintained by site <br />personnel. Since the roads and entrance facilities area are not paved, there is no thorough <br />cleaning. Litter is raked/picked up. The track-out of mud on Austin Road is prevented utilizing <br />a water truck , street sweeper, and /or the wheel washer (i.e.. Tracinator ) dirt removal <br />system,D irt t raclwd onto Austin Road by '"eh icles entering and leaving the site is cleaned up by <br />Forward personnel. In addition, Tlhe site is graded to provide all-weather access.---.lo <br />accordance with 14 CCR. Section 17409. all roads and drivewa ys at the site are designed and <br />constructed to withstand daily loading while minimizing dust generation. <br />3.3.2 Parking (14 CCR. Section 17409.6) <br />In accordance with 14 CCR, Section 17409.6, adequate off street parking areas are <br />provided for persons visiting the RRF . as shown on t he facility s ite plan (Figure s 2 and 7-81 . <br />Parking for the facility is northeast of the transfer station building. Incoming and outgoing <br />traffic may not be allowed to park or idle along Austin Road , <br />3.3.3 Signs (14 CCR. Section 17409.4) <br />In accordance with 14 CCR, Section 17409.4(b), identification are posted at the entrances to <br />both the landfill and RRF stating that haza rdous wastes are prohibited by law from be ing <br />accepted at the site .
