3-19 <br />In accordance with 14 CCR, Section 17414(a), Forward records incoming weights and <br />outgoing salvage or residual weights from/to the landfill and RRF daily. The weights of <br />incoming loads are recorded at the respec t ive office trailers . Records are maintained by the <br />scale operator in a database and are maintained as part of the operating record. A report of <br />quantities and types of waste received and removed from the facility shall be provided to the <br />LEA on a quarterly basis . showing monthl y breakdowns. The records should show quantities in <br />tons and cubic yards. while also incorporati ng weight and record data in accordance with the <br />SWFP. This information shall be submitted. along with other reporting requirements . and <br />submitted annually to the LEA in the form of a report. Month ly yardage and tonnage reports <br />are produced and ma intained at the site and reported to the LEA. <br />3.4.2 Inspection of Records (14 CCR. Sections 17414(b) and (c)) <br />In accordance with 14 CCR, Section 17414(b), all records are maintained at either the RRF <br />or landfill administration office for a period of at least three years and are available for <br />inspection by the LEA and duly authorized regulatory agencies having jurisdiction over this <br />facility during all normal business hours. In accordance with 14 CCR, Section 17414(c), <br />copies of specific records will be submitted to the LEA as requested or at a frequency <br />approved by the LEA. <br />3.4.3 Special Occurrences <br />The Contingency Plan will continue to remain in effect during the life of the landfill and RRF. <br />The plan describes procedures for reporting special occurrences including fires, earth slides, <br />accidents, spills, and other extraordinary situations. A copy of the Contingency Plan is included <br />as Appendix D. <br />A Special OccurrenceJ.,Qglog of unusual occurrences is maintained at the landfillRRF office <br />trailer in accordance with 14 CCR, Section 17414(d). The operator will notify the LEA by <br />telephone within 24 hours of all incidents requiring the implementation of emergency <br />procedures. Operating personnel are trained to report any special occurrence to the <br />Operations Manager or their designee. Special Occurrences that may be recorded in the log <br />book include . but are not limited to the following: fires . flooding. significant injuries, <br />accidents. property damage, earthquakes . explosions . hazardous or prohibited waste <br />incidents, severe weather. and other unusual occurrences . The log records the date . time , <br />and an explanation of th e incident. as well as actions taken to mitigate the occurren ce . <br />3.4.4 Public Complaints <br />In accordance with 14 CCR, Section 17414(e), the operator maintains a record of any <br />written public compla i nts including the nature of the complaint; the date of the complaint; <br />name, address, telephone number of the person(s) making the complaint, and any action(s) <br />taken by the operator in response.
